  7. Water supply system Water supply to different distribution zones is being done though head works consisting of tube wells, Clear Water reservoirs, pumping stations, Service Reservoirs. Water is collected from tube wells and collected into CWR pumped to SR and supplied during supply hrs. Surplus water is transferred to deficit zones thorough transfer mains as ground water availability is not uniform thorough out the city. Water Supply to walled city is from Amanishah head works, Ramniwas head works and LaxmanDoongri Head works. The supply in walled city is maintained in Chowkri wise zones The total demand of city is maintained from water production from 1897 tube wells yielding 290 mld water and 50 mld from Bisalpur System.

Bisalpur System • The Bisalpur System consists of two parts • Transmission System • Transfer System. • Transmission System consists of • Raw water from Bisalpur Dam is pumped to filter plant 400 mld at Surajpura • Filteration and Chlorination at filter plant • Treated water is transferred to rural areas and Jaipur City uptoBalawala pumping station

Rambagh to Jypti Nagar, Civil Lines, Shanti Nagar. • Western feeder from Balawala to Mansarovar, Shyam Nagar, Vidhyut Nagar, Khatipura, Jhotwara

  12. Tanker transportation of water Tanker transportation of water is being done in connected as well as unconnected areas of city throughout the year. Tanker transportation of water is being done mainly in areas along Agra Road, Jagatpura, along Delhi By Pass road where there is no distribution system. In addition to this tail end areas of distribution system of walled city, Murlipura, Jhotwara, Shastri Nagar, Jawahar Nagar KachhiBasti, Jhalana, Pratap Nagar, Khatipura, Hasanpura, 22 godamkachhibasti, Barkat Nagar etc. Improvement in distribution system is being done for ex. Top KhannaHazauri, MandiKhitikan, Kanwar Nagar, KamelaKigali, Jagatpura etc. Nos of tanker trips during summers was about 2800. The present no of trips is about 1000. Out this about 300 are running in outer unconnected areas and balance in the connected areas.

  13. Tanker transportation contd.. The sanction for water transportation in previous years has been issued by department, during the year 2009-10 and upto 15.08.10 was issued under Central Relief Fund. Sanction of water transportation from 16.08.2010 is still pending proposals for sanction has already been submitted. Sanction of water transportation is urgently required so that the work is regularised and payment is made to the contractors, the contractors are pressing hard for payment who may stop the work due to non payment. Proposals for sanction of water transportation from April 2011 to July 2011, has also been submitted for sanction.

Details of Contingency schemes sanctioned • Contingency Scheme Summer 2009 Ph I estimated cost Rs 340 lacs • 40 tube wells drilled and commissioned • 10 hand pumps drilled and commissioned • Contingency Scheme Summer 2009 Ph II estimated cost Rs 880.50 lacs • 85 tube wells sanctioned 85 drilled 78 commissioned • 50 single point tubewells 49 drilled & commissioined • 30 hand pumps 26 drilled and commissioned • During the current financial year there is no contingency scheme. All the works are to be executed under plan

  15. Pollution Mitigation works

  16. Water Quality Assurance and Monitoring Regular chlorination of water is done by bleaching powder at pumping stations. Pumping stations under Bisalpur Project are provided with gas chlorination. 100 online chlorination plants has been installed on tube wells. 12 Electro-chlorinators are working in pump houses. Daily water samplings are done for residual chlorine and bacteriological examination.

  17. 24 X 7 water supply in pilot areas • A MOU was signed among Ranhill Co Malaysia MJP and Govt. of Rajasthan • Pilot project for 24 hrs water supply has been started in 4 zones of Jaipur City. • Mansarovar Sec 1 • Mansarovar Sec 3 • Mansarovar Sec 9 • Malviya Nagar Sec 9 These zones are provided with separate pipe lines from Service Reservoir, along with bulk meter for metering. Non functional consumer meters are also replaced. Daily meter reading are taken of consumer meter readings and bulk meters.

  18. 24x7 contd.. The sector wise number of consumers are Mansarovar Sec 1 – 139, Sec3 -295, Sec 9 – 135 and Malviya Nagar Sec 9 – 140 . During the execution of work IEC activities were done to educate the consumers for water conservation and check all possible leakages in side the property. It was observed that there were leakages from the under ground water storage tanks. The results of pilot study are encouraging, in general the water demand has been slightly higher than intermittent supply. Leakage levels has come down both in the distribution system and at the consumer end. It is proposed to extent the coverage in the adjoining areas. It has been proposed to start the project in other distribution centers such as Kanwar Nagar, Jawahar Nagar, Nehru Nagar etc.

  19. Improvement of existing distribution centers Bas badanpura:- Sanction for laying of pipeline and rehabiliation of CWR at LaxmanDoongri and RWR at Intermediate pumping station for Rs 171.70 lacs was issued by Finance Committee in its 607 thmeeting held on 12.11.2010. Pipes has been received. The work of laying of pipe lines has been started. Shastri Nagar:- Sanction for laying of pipeline, construction of tubewells, construction of Service Reservoir and Clear Water Reservoir along with pumping machinery was accorded by Finance Committee in its 607 thmeeting held on 12.11.2010. Work order has been placed and is likely to start by I week of April.

  20. Assessment of water Metering is an important tool for water management. Thing which is not measured is not managed. There are 327704 metered connections in Jaipur Water Supply Scheme. In general about 60 % meters are functional. Replacement of water meters is not been done due to shortage of staff, low meter repair rate. During the current financial year 31000 consumer meters has been replaced. To over come above situation it is proposed to out source the work of installation of water meters for 7 years including O&M. Tenders for Rs 700 lacs has been invited.

  21. Water Assessment Contd… In addition to this out of 1897 tube wells bulk water meters are provided on 1276 tube wells. Water inflow to CWR from tube wells is also measured by Bulk Water meters installed under Bisalpur Project and monitored by SCADA. It is also proposed to install bulk water meters on all inflows to CWRs. Bulk Meters are also proposed to install at distribution centers for measurement of supply qty.

  22. Present Scenario of Ground Water As per design 418 mld water was to be supplied from Bisalpur Project and 100 mld water from tube wells, where as the present situation is almost reverse. This has put immense pressure on ground water. Increased rate of tube well failure due to drop in water table. Reduced yield of new tube wells being constructed in recent years. In addition to tube wells drilled by department for drinking water there are large number of tube wells drilled by private owners, using water indiscriminately. As per studies there is an over drawl of more than 600% of ground water in Jaipur City. Areas such as Jhotwara, Murlipura, Jagatpura, Malviya Nagar, part of Mansarovar, Bapu Nagar, C Scheme, Jawahar Nagar etc are almost dry.

  23. Remedial Measures Rain water harvesting structures should be made mandatory for all houses, existing as wells as new. Presently, it is mandatory for houses with more than 300 sqm. Roof top artificial recharge structure should be constructed in all govt. buildings and private properties. There are three big industrial areas in town, VKIA, Jhotwara and Sitapura, there are big plots with huge open areas. The industrialist should be persuaded to construct rain water harvesting structures and artificial recharge structures for recharging the aquifer. Artificial recharge structures should be constructed at road side depressions where water is accumulated for small duration during rainy season. To initiate the process, department has decided to construct 100 artificial recharge structures on abandoned tube wells before on coming rainy season.

  26. Departments planning for water management Recently department has started the work of Water Audit, under which accounting of entire quantity of water right from source to consumer end shall be done. This will help in reduction of water loss. To achieve equitable distribution of water to consumers department has initiated the work of installation of orifice flow equaliser. For monitoring daily water supply bulk meters are installed on nearly two third tube wells. Bulk meters are provided at the inlet of CWR under Bisalpur Project to measure water transferred from the Dam to distribution system. This is being monitored under central SCADA system. It is further planned to provide bulk meters on all tube wells and out lets on all head works.

  27. Departments planning for water management For improvement of system following works are sanctioned: Replacement of old inefficient pumping machinery of pump houses Replacement of old inefficient submersible pumping sets of tube wells work has been started in Malviya Nagar and Jagatpura. Replacement of these leaky valves of pump houses and Service Reservoirs by soft seated valves and butterfly valves. Installation of electro chlorinator at 28 pumping stations of Jaipur city on BOOT is under process. Commissioning of Kanwar Nagar Water Supply Scheme is under progress, the work is likely to be completed by mid of April 2011.

  28. Ongoing and proposed works Work of laying 600 mm pipeline in GhatBazar is complete, testing of pipeline is under progress. This pipe line shall improve pressures in ChoukriGhat, Ramchanderji, Top KhannaHazauri, ModiKhanna, Vishwarji. The Service Reservoir at Malviya Nagar Sec 2 has been commissioned , this has improved water supply in the area. Pipe line in Top KhannaDesh has been commissioned, tail end pressures has been increased by 3m. The work of interconnections of pipeline is under progress in Gangapole area. The work of developing new distribution zone of KhoNagorian already sanctioned under Bisalpur Project is under consideration for taking up under state plan.

  29. Ongoing and proposed works Overall water supply in Malviya Nagar Sec 9 distribution zone has been improved. The overall scenario of water supply of Jaipur City was reviewed by the Addl. Chief Engineer, 85 works for improvement of water supply were identified of estimated cost Rs 59 crores. These works shall be executed during financial year 2011-12 after getting necessary sanctions. To mitigate problem of water pollution in walled city, pipe lines identified as pollution prone has been replaced. It is further planned to execute the work of replacement of remaining pipe lines in GhatChoukri, ChoukriRamchanderji, Top KhannaDesh and Top KhannaHazauri including consumer service connections.

  30. Interventions required Increased allocation of water from Bisalpur Project 124 tube wells has been identified yielding very low discharge or gone dry. Proposals has been submitted for A & F sanction. Sanction for water transportation. There 4 Executive Engineers, 24 Assistant Engineers and 51 Junior Engineers under city circle Jaipur. There are only 7 vehicles to provide vehicular support to these officers. There are no sanctions of vehicles for urban water supply schemes. Necessary sanctions may be accorded for sanction of 23 vehicles along with revised monthly rent of Rs 20000.00 against Rs 13500.00 sanctioned by finance deptt. As vehicles are not available at these rated considering the present POL rates.
