OSSSL • Old Saturday Stumblers Soccer League became • Old Sunday Stumblers Soccer League • July 17, 2017 • With help from Attorney Ralph Kokka, Patton & Sullivan, LLP • Cost about $1400 so far • State of California corporation number C4046930 • Federal EIN (Employer ID Number) 82-2599268 • New bank account with Chase Bank • Thank-you to Treasurer Geraldine Serrano • Currently about $93000 • At the Monthly Board meetings, anyone may attend.

What’s new • California: Submitted and accepted as nonprofit • Federal: Grants Non-Profit, Tax Exempt 3/29/2019 • California: submitted docs for Tax Exempt • Bylaws replace previous Constitution • Contains Business and Legal requirements • Changes require two-thirds vote of General Meeting attendees • Rules replace old Bylaws (minor changes) • Contains our soccer rules • Changes require >50% vote of General Meeting attendees All documents are on osssl.org website

  7. Team Reminders • Complete game schedule on osssl.org website (thanks Rich Cortez) • ALL gamecards (fall 2018 and spring 2019, including forfeit, rainout, cancelled games) due by end of June. Late cards subject to team fine. $5 first gamecard, $10 each after • Tournaments • Livermore June Cup (June 29-30) • Fremont Adult Soccer (August 3-4) • Fall 2019 Season Opening day ALL games at Fremont Central park • Like last two years, OSSSL pays Referee fees, field fees • Picnic area reserved for socializing, plan to hang out • Severe penalty for illegal players

Referee Reminders • Referee fee: • $45 from each team, one (age 21+) or 2 referees (age 18+) • $45 from each team, Referee (age 21+), 2wo ARs (age 16+) • $30 from each team for solo referee (age 21+) • Referees should check every player pass to confirm player identity • Two Guest players can be 2 men, 2 women, 1 man & 1 woman • Guest players must sign the waiver before allowed on the field • Okay for refs to leave gamecard with a team if guest arrives late • Guests need not wait until halftime if late. • Twisting body during a throw-in is LEGAL • Drop-ball rules changed by FIFA

  9. more ref reminders • Only shorten halves if game starts more than 10 min after scheduled time. • Do not start clock before notifying teams and giving a couple minutes to enter field • Forfeit if a team does not have 7 players by 15 minutes after scheduled time. • Substitutions may be requested at ANY stoppage • Sitout for Referee Dissent caution is 15 minutes (other cautions 10 minutes) • Drop ball rules changed • Slide tackle is only allowed to keep ball from leaving field, no opponents near • Tackle: Any challenge for the ball • Slide Tackle: Feet first sliding challenge for the ball where any portion of body in addition to feet touches the ground (e.g. hand, knee, hip) • Playing distance: allows player to touch the ball by extending foot/leg

  10. 2018 Law Changes • Biting is send-off offense • Throwing object at ball is direct free kick • advantage for a DOGSO the offender is cautioned (YC) whether or not a goal is scored • offense outside the field of play (ball in play) against someone from their own team (including a team official) is an indirect free kick on the boundary line • must stand to take a throw-in, opponents two yards away • temporary dismissals (sin bin) allowed • Illegal player ‘interferes’ = direct free kick • One minute ‘drink’ break allowed, no tactics discussion

  11. 2019 Law Changes • Play stopped, ball in Penalty Area, drop to Goalie • Play stopped, ball outside PA, drop to team who last touched • All other players 4.5 yds away • Wall of 3+ players, all opponents at least one yard away • Goal-Kick, Ball is in play when kicked and moves • Opponents stay outside PA until ball in play • Hand ball: • Touch hand/arm and goes into goal • Touch hand/arm, gains control, scores or goal-scoring opportunity • Touch extend hand/arm

More 2019 Law changes • NOT hand ball • Touches hand/arm from head/body/foot • Touches hand/arm close to body • Touches hand/arm reaching to ground when falling • Goalie blows attempt to clear a throw-in or kick from team-mate may handle • Kickoff: coin toss winner chooses end or kickoff • Penalty kick: Goalie can’t touch goal, must have one foot on the goal line • Player substituted must leave field at nearest point • 1.5 to 3 minute ‘cooling’ break allowed. No tactics talk.

  13. Definitions • PROPER NOTIFICATION: Notification for which a response is received. Merely leaving a telephone message or sending an email is not sufficient • TACKLE: Any challenge for the ball. (FIFA) • SLIDE TACKLE: A feet-first sliding challenge for the ball where any part of the body other than feet make contact with the ground. • PLAYING DISTANCE: Distance to the ball which allows a player to touch the ball by extending the foot/leg or for an overhead ball jumping up, or for goalkeepers, jumping up with arms extended. Or half before September and half before following March. • City representatives submit field request to field owners. • Receive invoice from field owners and Forward invoice to OSSSL Treasurer. • OSSSL Treasurer pays invoice amount to field owner.
