  5. The types of questions we aim at answering • In which countries do we work? How many projects/initiatives do we implement? • How many people work at CARE? • What sectors do we focus on and how many people do we reach? • How do we incorporate key programmatic elements in the implementation of actions? (partnership, civil society strengthening, gender, governance, resilience, innovation, advocacy…) 1. WHAT- What changes (impacts/effects) do we contribute to? What evidence do we have to show those changes? Are we making progress toward our 2020 goals? 2. HOW- What are some of the most successful strategies that drive that change and allow us to progress toward our goals? Which strategies would we like to deepen? What are we learning about CARE’s contribution to change? 3. PICTURING THE CHANGE -What does the WHAT and HOW mean to us? How do share that with external and internal audiences effectively? How can we better visualize and synthesize data/evidence?

The MEL agenda to improve our capacity/ability to answer those questions - Guidance to set up MEL systems following 7 principles and 7 standards - Guidance to adopt/measure global indicators - Checklists for tracking/meeting MEL standards -Data collection processes, quality control, validation: PIIRS - MIS at project/CO level -Evaluation Library/Evaluation findings -Mapping of MEL capacities Training -Using different methods that answer our questions at different levels -Collaboration to solve our MEL gaps collectively -Shared practices and harmonized MEL perspectives

  10. 123 colleagues have joined the MEL CoPby February 5 Everyone is invited!

  11. Half of our colleagues in the CoP are not 100% full time MEL role. That has implications in how we do capacity building and advance MEL improvements.

  12. MEL for advocacy is a recognized priority but our expertise in this area looks limited.

  13. Starting the CoP in English is fine, but we need to find alternatives for other languages.

  14. There seems to be general awareness/knowledge of the MEL principles, standards but we need to continue strengthening the application of indicators and integration of MEL systems. CARE's general approach to MEL

  15. There seems to be expertise on designing MEL systems that track/test theories of change. MEL systems design

  16. There is great expertise on qualitative techniques/tools, BUT Other tools include: Qualitative Techniques/Tools

  17. We still need to strengthen our capacities to apply qualitative approaches. Qualitative Approaches

  18. Around 30% of our MEL colleagues are not yet fully equipped to manage quantitative tools: designing surveys, sampling, doing statistical analysis. Other tools include: Quantitative Techniques/Tools

  22. Many of us engage in MEL capacity building. Slightly fewer have implemented a learning agenda or other processes. Capacity Building and Learning

  23. Improving MEL capacity does not only involve MEL staff. We have a clear role in developing capacities of partners and enumerators as well. Who do you normally train, coach or provide technical assistance to?

Ways of working • Sessions prioritized by the CoP and shared widely • Colleagues with the expertise for each session, to be contacted: volunteers always welcome • All the learning feeds our compilation of tools/experiences and helps us test the MEL approach/standards/principles • Sessions of 1.5 – 2 hours? • Every 2 months? • Level of depth: Each region/country/team can always go into more depth or connect with those that have the experience. We will share documents and contacts list.
