  2. Preliminary Consensus Building • Do you think there are existing government offices dedicated to promoting peace and reducing violence? • Do you think it’s possible for government to operate efficiently?

  3. Preliminary Consensus Building • Do you think people in general and Congress members in particular are concerned about creating more government bureaucracy and wasting our financial resources? • Would you like to see a Department of Peace created that is a model of efficiency and effective-ness for promoting peace and reducing violence domestically and internationally?

  4. Cautionary Note • Don’t get attached to the wording of the bill because it could change within committees or in future reintroductions. • Possible personal, political and organizational turfdoms could obstruct an optimal Department of Peace as we would like it to be.

  5. Cautionary Note • We don’t always get what we want when we want it... but our conversation, actions, intentions, and thoughts do have great impact personally and collectively.

  6. What Have I Done? • Went to the websites of all of our existing Federal departments (State, Justice, Defense, etc.) and collected their current organizational structure of offices, agencies, etc.

  7. What Have I Done? • Read our existing 110th Congressional bill proposing the Department of Peace and Non-Violence.

  8. What Have I Done? • Made the obvious match-ups of existing offices and agencies to the DoP bill’s seven new proposed offices.

  9. Seven New DoP Offices Proposed • Office of Peace Education and Training. • Office of Domestic Peace Activities. • Office of International Peace Activities. • Office of Technology for Peace. • Office of Arms Control and Disarmament. • Office of Peaceful Coexistence and Nonviolent Conflict Resolution. • Office of Human Rights and Economic Rights.

Office of Domestic Peace Activities • (a) In General- There shall be in the Department an Office of Domestic Peace Activities, the head of which shall be the Assistant Secretary for Domestic Peace Activities. The Assistant Secretary for Domestic Peace Activities shall carry out those functions in the Department affecting domestic peace activities, including the development of policies that increase awareness about intervention and counseling on domestic violence and conflict. • (b) Responsibilities- The Assistant Secretary for Domestic Peace Activities shall--(1) develop policy alternatives for the treatment of drug and alcohol abuse;            (2) develop new policies and build on existing programs responsive to the prevention of crime, including the development of community policing strategies and peaceful settlement skills among police and other public safety officers; and            (3) develop community-based strategies for celebrating diversity and promoting tolerance.

(The handout can be found at www.afdop.org/involved) • Let’s get started tonight by writing to our Senators! • You can now address the “Don’t Want More Bureaucracy” objection to a Dept of Peace with your newfound knowledge of how a Dept of Peace can be created efficiently and effectively using existing Federal offices and agencies.
