PRESENT STATUS • TOTAL NUMBER OF ICDS PROJECTS : 163 • NUMBER OF RURAL PROJECTS : 151(35 RURAL PROJECTS ARE IN COASTAL AREA) • NUMBER OF URBAN PROJECTS : 11 • NUMBER OF TRIBAL PROJECTS : 1 • TOTAL NUMBER OF AWCs functioning : 25393 • ( RURAL = 23888, URBAN = 1379, TRIBAL = 126) • No. of Additional AWC Sanctioned (first phase) : 3258 • No of AWC Additionally required : 3464

Supplementary Nutrition Programme (SNP) • Responsibility for implementation transferred to LSGI • Two types of feeding – Noon feeding for Pre-school children and General feeding for all beneficiaries • Choice of selection of food items entrusted to LSG • Anganwadi Welfare Committee supervises the feeding programme at AW level • Mothers meeting, AG club activities - monitored by welfare committee

SNP – New strategies • THRS introduced for all eligible children below three years • THRS will be introduced for pregnant women nursing mothers and adolescence girls in the next phase • Nutrition programme for Adolescent Girls (NPAG) introduced • To combat MND - Malnutrition free Kerala policy document. • Request GOI sanction to spend 1% of GOI assistance for SNP as administrative cost

IEC • Child Abuse survey conducted in all ICDS Projects and report circulated among LSGs for appropriate intervention. • Celebrated International Women’s Day focusing on implementation of Dowry Prohibition act. • Published a book let on the functions and responsibilities of ICDS functionaries in the context of decentralised planning and prescribed measurable targets with respect to the duties and responsibilities • A work shop organised for prescribing format for reporting & evaluation. • Prepared project profile on all ICDS Projects and circulated among LSGs so that it will be useful for preparation of their annual plan

UNICEF Support • Technical and financial support of SPAC 2004 • Financial support of the training module on SPAC 2004 for PRI member • Financial support for organising Psycho-social awareness programme for the relatives of the victims of Tsunami • Replaced Anganwadi furniture, utensils, pre-school equipments for the Anganwadi centres affected by Tsunami

Financial Norms Honorarium • Upper limit of the honorarium for Anganwadi Worker per annum may be enhanced from Rs. 12000 to Rs. 12763 per annum in order to cover the increased expenditure consequent on the payment of higher rate of honorarium on completion of 5 years and 10 years. Medicine Kit • The upper limit of Rs. 600 per Anganwadi/annum may be increased to Rs. 1000 due to the increase in cost of medicine Pre-School kit • The Upper limit of Rs. 500 may be enhanced Rs. 1000 per AW/annum due to the increase in the cost of raw materials Cont…

Financial Norms Contingency • The upper limit may be enhanced as follows Anganwadi - From Rs. 600 to 1000 per/annum CDPOS office - From Rs. 30000 to 50000 IEC • The existing pattern may be continued Rent • Revised rate of rent for Anganwadis in urban project may be made applicable to urban areas in rural projects. POL • The existing limit shall be continued

Involvement of PRIs, NGOs and SHGs • Adoption of AWCs by NGOs • AW nutrition –first priority in plan allocation • Annual maintenance of Anganwadis • District level grievance redressal committee is headed by the District Panchayath President. • The Block level/Grama Panchayath level/ Urban Local Body level ICDS coordination committee is headed by the President of the respective local body. • 10% of plan fund is earmarked for women component plan • 5% of Plan fund ear marked for the welfare of the children, the aged and disabled

  27. Implementation of Supreme Court direction dt. 7-10-2004 • The criteria for starting additional anganwadis with priority in SC/ST settlements have been observed. • Rules regarding SC/ST reservations have been observed in the selection and engagement of AWW and AWH

TH 11 Plan Approach • Pre-school classes may be restricted to 5 days (from Monday to Friday) • Saturdays may devoted to adolescent girls, pregnant women and nursing mothers and child care clinc • Pucca buildings for all Anganwadis Centres – GOI may provide special assistance. • Creches may be sanctioned in Anganwadis in Urban slums and tribal area. Nutrition Programme for Adolescent Girls (NPAG) • The Programme will be implemented in the state during 2006-07 • Budget outlay - 584 lakhs • This programme may be integrated with KSY National Nutrition mission (NNM) • Implemented in two district - Palakkad and Malappuram • Budget outlay - 300 lakhs • May be intergrated with KSY

  33. Kishori Shakti Yojna (KSY) • Government of Kerala has adopted a State Plan of Action for Child 2004 in which one area is exclusively on adolescence. Additional inputs provided by State Government • GOK provided financial assistance for the construction of AW building @3 lakhs for 1472 AWCs-2005-2006 . • Under Modernisation of Government Programme 1102 AWC have been selected for service delivery improvement and infrastructure development. The estimated project cost is Rs. 48 cores, out of which Rs. 20 cores spent during 2005-06. • Conducted training need analysis for ICDS functionaries • Developed training modules and organised special training programme • Under MGP initiatives training was imparted to all AWW in quality service delivery • 11th Plan approach is to upgrade all AWC as Community Resource Centres.   39. Additional inputs provided by State Government • Local Self Government in the State have set apart 10 % of the total plan allocation for women empowerment activities and 5 % for children, old aged and disabled persons programme. • Government have constituted ICDS coordination committees from Panchayath level to State level for effective convergence of service. • Govt. have formulated the State Plan of Action for Child in Kerala 2004 and declared it as a Policy Document for implementation in the State. • State Govt. have adopted a policy to make the State Malnutrition Free. • Citizen Charter and Quality Circle for Anganwadis under MGP initiative
