RBC Background & Review • BAL-007- BAL-011 (draft) • Establish technically defensible standards to maintain interconnection frequency within predefined frequency limits, prevent frequency instability, and unplanned tripping of load or generation • Identify roles and responsibilities of BA and RC • Establish methodology for establishing interconnection frequency limits

  5. RBC Review continued • CPS1 kept intact • Balancing Authority ACE Limit • Based in part on cascading limit sets: • Frequency Relay Limits (High, Low) • Frequency Abnormal Limits (High, Low) Frequency Trigger Limits (High, Low)

RBC Review continued • Replacement for CPS2 • Frequency based ACE limits using 1-min clock averages: • For FA < 60 Hz BAALLow = (-10BI(FTLLOW-60)2/(FA-60)) • For FA > 60 Hz BAALHigh = (-10BI(FTLHigh-60)2/(FA-60)) • For FA = 60, BAAL = 0 • FTLLow = 59.932, FTLHigh = 60.068 • BA’s have 30 minutes to return ACE to within Limits

Field Trial process • Duration • 1 year with annual renewal on OC approval • Currently approved through Feb 2012 • WECC proposed an additional limit • Intended to address transmission concerns from “opposing ACE” values • ACE Transmission Limit (ATL) • Initially set at 2*L10, now 4*L10 • Set at discretion of PWG • 30 min return criteria applies

  8. Field Trial Process continued • BA Participation • All BAs recommended • CPS2 waiver granted for participants • 25 BAs currently participating • AGC changes not req’d but “relaxation” is recommended • Data is collected, analyzed and discussed monthly by PWG and SDT

BA & RC Responsibilities • BA Responsibilities • Operate to BAAL/ATL criteria • Calculate BAAL, ATL • Identify and inform operators of exceedances • Train operators on RBC and FT • Send BAAL, ATL limits to RC • Collect monthly data as specified in FT document • Report on circumstances where ACE > BAAL or ATL > 20 min, 30 min
