  3. Scenario • Gunshots are heard in the West Complex cafeteria. Numerous calls are made to 911, reporting they heard 30-40 gunshots. • ECC dispatches an active shooter CAD message, Nick Kell, Tom Berry, and Venessa Peters receive the call type #32 CAD message and join in a teleconference. Hospital Operators dispatch a Red Alert at 0808. • ECC dispatches all available rescue resources to the scene for a reported 35 casualties. • While listening to the scanner, there are unconfirmed reports that an individual has what appears to be a self inflicted GSW in the parking lot in front of the multistory bldg. • Multiple aircraft including Pegasus, AirCare5, and Lifeguard 12 have been placed on stand-by for possible movement of patients to other facilities. • In addition, an unexpected utility outage affecting the east zone of UH has taken out elevators 5 and 6.

General Objectives As outlined during Page Group 99 Teleconf… • Establish Hospital Command Center and formal Incident Management Team • Lockdown • Divert • Transfer Hold (all services) • Alter Operations – All clinics in UH and contiguous buildings (PCC, West Complex, ECCCC) should actively cancel afternoon appointments and divert incoming patients.

  5. Objectives: Clinical Operations • Implement Emergent Throughput Plan • Utilize Page Group 80 • Emergency Department Decompression and Rapid Discharge • Open all resuscitation rooms • Establish Triage Point in ED Parking Lot • OR Operations • Cancel elective cases • Bring pts not yet anesthetized out of OR rooms • Open L&D rooms • OPSC? • Energize Ancillary Services (Radiology, Lab, Blood Bank)

  6. Objectives: Logistics • ED and Internal Lockdown • Establish lockdown utilizing manual and remote assets • Restrict movement through the Link • Direct units to implement Concentric Circle Approach • Set up Staging Area for Staff/Clinicians • Establish a Family Care Center in ECCCC, bring in EAP • Logistical support to ED Decompression and Inpatient Throughput

  7. Objectives: Plans • Facilitate “Targeted” communications • Medical Transport Considerations • Diverting Green Pts to MJH • Activate alternate Landing Zone at Fontaine • Activate and stage air support • Patient Tracking
