Southeast Region Emergency Preparedness Plan • Structure • This Plan is designed to provide a centralized point of control and direction prior to and after an event. • While this provides the ability to maintain control over an Event, it further allows the management team to perform at its highest levels by having a single point of contact that sees the Big picture. • EOC (Emergency Operations Center) • Consists of the Region’s executive staff under the direction of the Emergency Control Officer. • Functions as the Region’s Policy Group (when to close centers etc.) • Establishes Separate Business Units conference bridge for Event updates. • Provides interface between the affected area and all resources outside the Region. • Controls all internal and external communications.

Southeast Region Emergency Preparedness Plan • DCC / RCC Division Control Center • Consists of personnel from the Division Resource Management Group, Engineering / Planning , Business Analysis Group, Operation Support and works with the local Area Managers. • This process allows for a centralized point where checks and balances can be applied for preparation and restoration of an Event. • Coordinates personnel related services (time reporting, safety, lodging, etc.) • Develops a service restoration plan under project management philosophy. This is to improve resource planning and performance. • Complies and reports preliminary damage assessment. Also functions as the Insurance Recovery Team by tracking and compiling restoration costs with assistance from BA team member. • Tracks and provides trouble volumes and other information to the EOC as required.

Southeast Region Emergency Preparedness Plan • DAG (Damage Assessment Group) • Consist of all Departmental Groups within the Region as required. • Works under the direction of the Local Area Managers • Responsible to protect outside plant facilities through advanced preparation and the First In Teams. • Responsible to provide damage assessment of all damages to Verizon facilities and properties. • Responsible to assist the Division Control Center in developing a restoral plan.

  9. We Are Prepared • Dedicated EOC • Annual Region Emergency Exercise • Annual updated Emergency Plan • Annual Verizon Corporate Emergency Certification • Partners with 7 County Emergency Management Teams. • Implement best practices from the County Emergency Plans (i.e. fuel preparedness)

We Are Prepared • Dedicated EOC The Verizon EOC is a dedicated hot site for all type of Emergencies, it is located in a facility that is not in any evacuation zone and has full generator back up as well as food and bedding for emergency team. We have installed all new computer hardware in the EOC in 2007. To assist in Emergency Communications, we installed a second SHARES High Frequency Radio in our Region to ensure communications are available in any type of catastrophe. • Annual Region Emergency Exercise The Region EOC team performs an emergency exercise for Hurricanes and in most cases uses the Florida Hurricane exercise as the format. Not only is our staff tested but also our EOC facilities.

We Are Prepared • Annual updated Emergency Plan Each year our plan is updated with lessons we have learned from events within our own organization as well as other companies and organizations from the previous year. We are required to send our updated Emergency Plans to our Corporate EOC annually

We Are Prepared • Annual Verizon Corporate Emergency Certification For the Southeast Region Emergency Team to be Certificated by our Corporate Emergency Team we must have one exercise annually for each of our emergency plans i.e. Hurricane/weather related, building emergency, fire, terrorist etc. • Partners with 7 County Emergency Management Teams. Verizon EOC personnel are part of the Counties planning and working teams. Verizon also provides manpower to staff the Counties EOC during an event. In 2008 we continue to work very closely with County agencies to establish “first in teams” so Verizon will be one of the first groups into the damaged areas with the County to protect our infrastructure from road clearing crews etc.

We Are Prepared • Implement best practices from the County Emergency Plans (i.e. fuel preparedness Verizon as a working member of the Counties Emergency Teams we have an opportunity to see and work with other Emergency Plans. When we see where we can improve our plan we will include/ modify our practices or procedures, for example: while we have several portable gas and diesel fuel tanks that hold 2500 gallons each. Many of the counties are working with their fuel vendors to provide tanker trucks in selected locations. This allows us to engage in recovery operations for a longer period of time without resupply than we were previously able to sustain. We adopted this in 2007 for 2008 and are including this in our 2008 Plans.

  14. We Are Prepared • Verizon continues to be pro-active Verizon added a new 2.0 mega watt generator in Tampa in 2007 to ensure we have power in our downtown Central Office should a major power outage occur for an extended time. • Pole Hardening Verizon has inspected approximately 20% of its pole inventory program-to-date. Poles that fail inspection are replaced.

  15. We Are Prepared • Material Verizon in preparation for each Hurricane season increases our material and supplies on hand by approximately 10% to ensure should we have an event we have the material to start restoration. Through coordination with our Corporate EOC, we can bring the resources of our entire company to bear. Bringing in materials and personnel from across the country if needed.
