Essential Industry Codes IAC Code FRN • Three Digit Alpha code that identifies your company • aka ACNA for billing • aka CCNA for ordering • Example: ABC • $350.00 from Telcordia • FCC Registration Number • Only one per company • For filing your 499-A • For forecasting NXXs • Example: 000-123-4567 • Free from FCC Industry Codes RAO OCN • Revenue Accounting Code • ID for CABS Billing • Hosted or Non-Hosted • Example: A12 • $200.00 for Non-hosted from TRA Info RAO Guidelines • Operating Company Code • Assigned by Service • CLECs need 1 per state • Resale only need 1 • Example: 0123 • $250.00 from NECA @ Service Provider Forum 2011

CIC Code – Carrier Identification Code 4 digit numeric code that identifies your network in the FGD network (IXC carriers) Example: 1234 Free from NANPA (need to have NAS ID to order it) Point Codes 9 digit numeric code that identifies your switch in the SS7 network Example: 005-123-456 $200.00 from Telcordia Point Code Administration CLLI Codes • Eleven digit alpha-numeric code that identifies the EXACT location of your switch, POI, facilities, or equipment • Example: PTLDOR13C9T • PTLD OR 13 C9T • City State Building Location / • Equipment @ Service Provider Forum 2011

Rate Centers End Offices Tandems • Rate Centers cover a portion of a city, city, or group of cities • Rate Centers are associated with specific EO, tandem(s) and LATA • One or more rate centers make up a local calling area LATAs define the boundaries that local carriers operate in IntraLATA – ILECs & CLECs InterLATA – IXCs NXXs are Assigned by Rate Center & LATA Local Calling Area @ Service Provider Forum 2011

  12. CLEC Switch SS7 Network Interconnection There are 4 STPs in a quad, but you only connect to 2 of them via A links. SS7 STPS are redundant A Links ride 2 Diverse Routes Provider Options • Third Party providers: • They will write the A link & Database orders • You submit your own route orders • Database Services require add’l contracts • Some offer SIP Transport • ILECs • You write your own link orders, database • orders, and route orders. • They don’t always offer national coverage. Link Costs • Links fees consist of transport and an STP port • Route fees for each office that you connect to • Database fees are billed on a per call basis. @ Service Provider Forum 2011

Methods of Interconnection Mid – Span Fiber Meet Entrance Facilities from LEC LEC COs and tandems are the most common Points of Interconnection Leased Collocation with Transport CLEC –owned Collocation You can only order UNEs if you connect via some form of collocation @ Service Provider Forum 2011

  14. Other Service Providers to Interconnect With These Services may be required depending on the type of traffic you are carrying on your network! Operator Services 911 ALI Database Directory Assistance 911 Provider VOICE and VOIP VOICE and VOIP Voice VOICE • Cheapest route is to connect via SIP or 800 # • Can order through LEC but it requires trunks so its more costly for small amounts of traffic • Most Providers offer both Directory Assistance and Operator Services • Traditional Voice Providers may get 911 trunks for each county / rate center through the LEC or 911 Provider • VOIP Providers must get 911 trunks from a VOIP 911 Provider • Traditional Voice Providers may use regular ALI Database • VOIP Providers must provide their end users with a way to update their location @ Service Provider Forum 2011

  15. All local interconnection trunks, FGD trunks, and circuits charged special access rates are issued on an ASR • Number Porting, DSL, and Directory Listings are issued on an LSR. Most UNE products are issued via LSRs, but this can vary by product and LEC Ordering Method Joint Planning • Review method of interconnection • Review network design • Review forecast • Assign Project Manager & Project ID • Issue ASRs for Interconnection Trunks • Account Manager Assignment • Deposit sometimes required • CLEC Profile • BAN Requests • UserID applications for LEC ASR, LSR, Trouble Ticket, Billing, etc) Intial Paperwork LEC Interconnection Process @ Service Provider Forum 2011

Trunk Requirements Local Tandem Point of Interconnection Typically each party pays for their side Of the POI (LIS EO, LT and AT trunks only) LEC End Office Your Trunking Requirements will depend on the LEC, your ICA and the type of traffic you carry CLEC Transport LEC SWC CLEC Switch Choke Tandem 911 Selective Router Hand Off Can either be a MUXed DS3 or DS1 level Access Tandem @ Service Provider Forum 2011

Steps to Completion Time IS money…..if you miss your T1 or trunk test dates, the LEC will place your order in jeopardy and you’ll have to pay an order modification charge EACH time you reschedule it! You have 30 days to get your trunks turned up or they will CANCEL your order and you’ll have to start all over! Turn up Customers You can now: Order Dedicated Circuits to End Users Assign TNs to Customers Port in Phone Numbers Make Test Calls Don’t put customers on your network until you’ve made test calls going BOTH directions (to and from) the rest of the world because you almost ALWAYS run into Routing issues with a new LRN! Just because your NXXs were added to the LERG does not mean other carriers added them to their switch! Install Trunks The LEC will call to test your trunks with you. Once they complete out the paperwork, billing commences! Don’t forget to file your PSTN Confirmations and Part 4s or your NXXs will be re-claimed! Install T1s The LEC will call to test your T1s about a week before the trunks are due. @ Service Provider Forum 2011

  18. Number Porting Process Your SPID (aka dedicated OCN to identify your network) must be active in the NPAC region to port numbers • Issue LSR to request port • Issue Create order in NPAC CLEC • Other carrier issues FOC • Other carrier releases in NPAC Other Carrier • Activate port on the date and time CLEC @ Service Provider Forum 2011
