  2. Center Mission The Center for Acquisition Management is responsible for the integration management of acquisition generic and CORE(+) learning assets and learning products for the Acquisition and Program Management career fields, and related functional areas. The Center is also responsible for maintaining the corresponding topics in the DAU taxonomy and assigning a learning asset portfolio to responsible Performance Learning Directors (PLD). The Facilities Engineering functional area responsibilities and assigned PLD are consolidated within the Center for Acquisition Management. The integrating function of Acquisition Law and the assigned PLD also resides in the Center. The Center focus is on the continuous assessment, documentation, audit trail, and reporting of the currency, quality, and other metrics relevant to assigned learning assets and products, as well as the macro-level integration of acquisition and program management learning products across all the functional area Centers in LCIC. In this capacity, the CD and each PLD maintains continuous communication with their respective FAs, FIPTs and offices involved in the management of the acquisition workforce competency sets, as well as formulation of acquisition policy, processes and procedures.

  30. FE Future • Continue to work FE workforce stand-up issues through FE FIPT • Advocate; recruit qualified Course Managers and Faculty; FE301 • Evolutionary strategy to put FE 301 on the street and add competencies in increments • Expand FE PLM through increased emphasis on Core + strategy, FE CoP and ACC presence

  31. Policy Changes – Curriculum Impact

  32. Basis for Curriculum Changes • FA/FIPT Driven • Course Reviews • Strategy, policy, procedures, guidance • Best Practices • Special Interest (OSD, DoD Components) • HCSP capability gaps • PLM Considerations • Core Plus • Competency management vs. course management • MtM Feedback • Faculty Vigilance and Experience

  33. Changes from May 2003 DoDI 5000.2 will reflect: • Policy Flowing from 16 New/Revised sections of Public Law (some with Multiple Requirements) • Approved Policy Appearing in over 25 Policy Memos and DoD Responses to the GAO, IG, and Congress, and • Reference to 10 Updated or Newly Issued DoD Publications • Consideration of Over 700 Defense Acquisition Policy Working Group (DAPWG) Comments Number of "shall dos" has increased by 43% over the 1993 version (from 296 to 424). Number of "will dos" has increased by 312% over the 1993 version (from 7 to 29) Page count has gone up by 81% (from 37 to 67 pages) Ver. 1.1, 2 Sep 07

  34. Why Change ACQ201A ? • Cost: Original Development Cost, FY99-FY01: $2482K • “Old Digits”: Legacy generation software; over 17 different voices • Preferred learning style/environment of typical student population has evolved: • FY01 Fielding • Maintenance Costs FY04 – FY06: $899K • Time spent in revision since FY04: 22 out of 44 months Schedule Cost Performance • Preference for “control” vice audio narration • Newer H/W; S/W; intranet systems in the field

  35. “I hate the narration. It lengthens the time needed to complete the course and discourages the student.” (What did you like least….?) “Not being able to turn off the narrator” “Not my preferred method for learning; would rather read a document than listen to a dialogue. Access was slow-- waiting to upload the next page was disruptive….” ACQ201A – Student Population Has Evolved Student Survey Comments

  36. New ACQ202 Baseline Criteria Maintain current general course outline of topics Content growth NTE 20% over current student “seat time” Maintain Firebird scenario Maintain IPPD/IPT approach * Courseware design is maintainable; modular; affordable Balanced mix of audio, animation and menu driven knowledge delivery Gaming/Simulation to interactively engage the learner; but must be cost effective; maintainable Seamless with new LCMS/LMS SCORM; 508; etc. Same Content….. New Delivery

  37. ACQ202 – A New Look Student controls their learning journey Completely interactive Program Office simulation Mentors guide and reinforce learning

  38. ACQ202 – A New Look (continued) Student “collects” and processes knowledge objects Followed by application tasks using the knowledge collected.

  39. ACQ202 – A New Look (continued) • Email/phone requires student to interact in virtual reality • Knowledge collected can be reviewed at anytime • PDA allows students to: • Access Web/ACC links • Reference documents • Type notes to themselves or copy text in the lesson; then print, save or email that information to their PC.
