PERSONNEL REQUIRED • Counting Supervisors • Counting Assistants • Additional Counting Staff • Strong Room Personnel • Postal Ballot Counting Personnel • Personnel to carry EVM from Strong Room to Counting Hall • Personnel to liaison in between Strong Room & Counting Hall • Electronic Tabulation Personnel • Manual Tabulation Personnel • Data Management Personnel • Sealing Personnel • Storing Personnel

  3. NATURE OF DEPLOYMENT • Deployment of Counting Supervisors, Counting Assistants and Additional Counting Staff will be randomized. • Actual assignment of Assembly Constituency, Counting Hall and Counting Table will be disclosed at 6.00 am on Counting day.

  4. COUNTING ARRANGEMENT • Strong Room- All strong rooms should be just adjacent to the respective Counting. • Tabulation- In each hall, round wise separate tabulation, both by Computer & manual (in Form-20) will be done. After each round, the ARO in charge of hall will verify both the manual & computerized figures, sign it & send it to the Observer.

  5. DUTY OF COUNTING SUPERVISOR & COUNTING ASSISTANT • After receiving EVM from Strong Room, check and ensure that you have received that particular EVM of Polling Station which is supposed to be counted at your table. • You will also be handed over sealed Form-17C (the Ballot Paper Account) & Presiding Officer’s Diary • You will be given one sheet before counting with following description.

  6. SALIENT POINTS: • Collect your Identity Card in advance. • Don’t forget to display it. • Date of Counting: ……………. • Counting: From 08.00 AM.

  7. Procedure at the Counting Place

  8. Counting Day: Morning • Reporting: Not Later than 07.15 AM. • First Report to the Reception Centre. • Then Report to the ARO in Charge of Hall. • Take your seat by 07.30 AM. • Report to ARO if your partner is absent.

  9. Other Preliminaries • Attendance of Supervisor-Assist. • Shortfall: Report to Manning Cell. • Sealing Arrangement: • Tally Sheet: Round wise, ward wise, P.Stn wise allotted CU. • PA System. • Oath: Secrecy of Voting.

  10. Postal Ballot Counting • To start before actual counting. • Checking Voting mark. • Segregation of valid ballot & rejected ballot. • Counting of valid ballot & rejected ballot. • Result to be recorded in Form-22 • Sealing

  11. DO NOT OPEN THE INNER DOOR!! EVM – Counting Open the SEALS of the RESULT Section Open the Result Section Outer Door

  12. EVM - Counting Open the bottom compartment of the Control Unit and Switch ON Power Close the bottom compartment If the Power Pack is weak there may not be any display OR display shows Needs change of Power Pack --------

  13. EVM – Counting – Piercing of Paper seal Pierce the Green Paper seal over RESULT Button to reach RESULT button.

  14. EVM – Counting – Display of RESULT Press and note down the RESULT Result

Noting Candidate wise votes • After pressing RESULT button candidate wise votes will be shown by EVM as per order of Part-II of FORM-17C. • Note down candidate wise votes in Part-II of FORM-17C. • Calculate total of all candidates. • If any discrepancy is shown in between result as shown in TOTAL and point 5 of Part-I, take assistance of Presiding Officer’s diary. • Sign (Counting Supervisor) in full • Take signatures of all counting agents present at your table. • Hand over to the tabulator present at ARO’s table.

  16. PART-II OF FORM-17C, HOW IT LOOKS Whether the total no. of votes shown above tallies with the total no. of votes shown against item 5 of Part-I or any discrepancy noticed between the two totals Date- Signature of the Counting Supervisor Place- Full Signature

  17. NOTING CANDIDATE WISE VOTES BY ADDITIONAL COUNTING STAFF • After pressing RESULT button candidate wise votes will be shown by EVM as per order of Part-II of FORM-17C. • Additional Counting staff will separately note down candidate wise vote in the following format. • S/He will hand over the report directly to the OBSERVER. • One Additional Counting staff (from reserve poll) will be engaged for collection & handing over reports. • One Additional Counting Supervisor & one Assistant (from reserve poll) will be engaged to help OBSERVER for random scrutiny of result along with EVM as written in Part-II of FORM-17C and report submitted by Addl. Counting Staff.

  19. EVM – AFTER THE RESULT After the counting is over “Switch OFF” the Control Unit

TABULATION AT ARO’S TABLE • After counting of result in each EVM in each round, the Counting Assistant will hand over signed FORM-17C & Presiding Officer Diary to the ARO present in the Hall. • After satisfaction of result, the ARO will sign the Part-II of FORM-17C and hand over copy to tabulation personnel. • Electronic Compilation in Computer & manual compilation in FORM-20 will be done simultaneously.

  21. TABULATION AT ARO’S TABLE • After satisfaction of result shown by tabulation in each round (both in Computer & manual), the ARO in charge of Hall will sign FORM-20 of that hall. • He also sign computer print out of each round after satisfaction that both the results are shown equal. • Then he will file up all Form-17C, all Presiding Officer’s diary, keep in his table & hand over to sealing team. • Send one copy of print out quickly to RO’s chamber. • Send copy Form-20 & Print Out to the Observer.

  22. Papers to be sent to OBSERVER by ARO of Hall-I after each Round • FORM-20 of each Hall in each round duly signed by ARO in charge of Hall. • Computer print out of each hall in each round duly signed by ARO in charge of Hall. • All Form-17C of each Hall in each round duly signed by Counting Agents, Counting Supervisor & ARO in charge of Hall. • All Presiding Officer’s diary of each hall in each round.

  23. Data uploading & AC/PC wise compilation • After signature of OBSERVER the AC wise round wise result will come to Data Management Cell. • The cell will upload result in ECI website. • Compile AC wise round wise result in FORM-20A. • Prepare another non-statutory reports viz. round wise trend etc. • Prepare FORM- 21C(declaration of result), 21E(return of election) & 22(certificate of election)

  24. Sealing • After each round Form-17C & PrO’s diary to be collected from Hall. Separate packing & sealing of Hall wise round wise Form-17C & PrO’s diary to be done • After each round of counting CU to be collected from Counting hall. • Remove the battery from the candidate set section of the CU by removing seal and close Candidate set section. • Attach address tag with proper description in the candidate section & seal it. • Attach address tag with proper description in the result section & seal it. • Keep the CU in proper box and attach address tag with proper description.

  28. Duty of Personnel • Counting Supervisors- • (1) Counting of Candidate wise vote from EVM in each round • (2) Verification of votes found in EVM and figure noted in point 5 of Part-I of FORM-17C • (3) Filling up candidate wise votes secured in Part-II of FORM-17C

  29. Duty of Personnel (4) Taking signatures of counting agents present in that particular table (5) Handing over result to the ARO in charge of hall.

  30. Duty of Personnel • Counting Assistants- To assist Counting Supervisor for • (1)Counting of Candidate wise vote from EVM in each round • (2) Verification of votes found in EVM and figure noted in point 5 of Part-I of FORM-17C

  31. Duty of Personnel • (3) Filling up candidate wise votes secured in Part-II of FORM-17C • (4) Taking signatures of counting agents present in that particular table • (5) Handing over result to the ARO in charge of hall.

Duty of Personnel • Additional Counting Staff- • (1) Keeping close vigil upon the counting conducted by Counting Supervisor & Assistant • (2) Checking candidate wise results shown by EVM. • (3) Filling up Format where candidate wise votes will be reflected • (4) Handing over Format to the Observer.

Duty of Personnel • Strong Room Personnel- • (1) To release round wise, hall wise, table wise CU • (2) Handing over CU to personnel engaged for carrying • (3) To keep close liaison with ARO in charge with hall & supply CU as per requirement • (4) Handing over all BU to Storing Personnel after counting is over.

  34. Duty of Personnel • Postal Ballot Counting Personnel- • (1) To start PB counting sharp at 8.00 am. • (2) Separation of accepted, rejected and candidate wise PB & keeping in separate box. • (3) Counting of Candidate wise votes.

  35. Duty of Personnel • (4) Noting in Form-20A • (5) Handing over Form-20A to ARO in charge of PB • (6) Packing of counted PB in separate packets & sealing.

  36. Duty of Personnel • Personnel to carry EVM from Strong Room to Counting Hall- • (1) To carry CU from Strong Room to Counting hall as per demand of ARO.

  37. Duty of Personnel • Personnel to liaison in between Strong Room & Counting Hall- • (1) To place demand to the Officer in charge, Strong Room as per direction of ARO • (2) To keep liaison in between ARO & Officer in charge Strong Room with the help of personnel engaged for carrying.

  38. Duty of Personnel • Electronic Tabulation Personnel- • (1) To tabulate round wise polling station wise candidate wise votes in computer • (2) Verification with manual data • (3) Taking round wise print out & hand over to ARO of Hall.

  39. Duty of Personnel • Manual Tabulation Personnel- • (1) To tabulate round wise polling station wise candidate wise votes in Form-20 • (2) Verify with results shown by computer. • (3) Handing over round wise Form-20 to ARO in charge of hall.

Duty of Personnel • Data Management Personnel- • (1) After receipt of Computer print out & Form-20 of Hall-I of each AC, upload result in ECI website • (2) Prepare Form-20A for each AC • (3) Prepare Form-20A of PC • (4) Prepare other datasheet as directed by ECI • (5) Prepare Form-21C, 21E & 22.

  41. Duty of Personnel • Sealing Personnel- • (1) Switching off CU • (2) Release of battery from CU • (3) Affixing 3 address tag in each CU out of which 2 will be sealed • (4) Storing into truck

  42. Duty of Personnel • Storing Personnel- • (1) After counting is over arrange sealed CU in trunk • (2) Arrange BU in trunk, collecting from Strong Room • (3) Loading truck • (4) Storing into permanent Strong Room.
