    6. NEO CANDO History Outgrowth of neighborhood studies when Center on Urban Poverty and Social Change at CWRU founded in 1988 to build research base for addressing urban poverty. Chose to not just write reports, but to put information in the hands of people who could act (Democratizing Information). Launched 1st version of CANDO in 1992. Established a foundation and expertise for linking data from different sources. Latest version, NEO CANDO, has mapping, more flexibility and parcel data. (merger of CleveInfo activities)

    8. NEO CANDO Purpose Information technology tool providing a wide range of data about specific locations to any interested party at no cost. Provides a multifaceted picture of a particular geography or issue. “One-stop shop” promotes smart, fact-based solutions. Gives citizens, governments and community organizations equal access to data that are traditionally kept separate. Provides analytical tools such as mapping, charting, etc.

NEO CANDO: Benefits of Linking Data Identify vacant and abandoned properties (water shut-off, foreclosure, board-ups, condemnation) Early warning system for intervention to prevent abandonment (foreclosure filed, some code violations, water still turned on, tax delinquent, over mortgaged) Evidence for nuisance abatement (does troubled property have a history of code violations associated with an absentee landlord? is there an unpaid demolition lien?) Target reinvestment programs (model blocks, home-repair) Target social and health programs (NEO CANDO social and economic data)

NEO CANDO acts as one-stop shop Indicators can be calculated at the parcel level (bank owned study) Data can be extracted at customized geographies (service areas, wards, target areas, etc) [most gov’t websites only allow access to one parcel at a time] Data can be filtered (only give me sheriff deeds in a certain time period) Data can be mapped and exported Analysis can be done

Early warning uses of NEO CANDO data Cleveland Housing Court – downloading weekly foreclosure filing data to send letters to homeowners in foreclosure CDCs – use sheriff sale info to look out for upcoming sheriff sales in their service areas Cleveland Dept of Comm Dev – uses NEO CANDO foreclosure/tax data to scrub vacant prop lists to look for candidates for HB 294 tax foreclosure

    19. Foreclosure Intervention Pilot Neighborhoods

On-the-ground foreclosure intervention pilot project (happening as we speak) Joint project between 6 CDCs, Neighborhood Progress, Inc (NPI) and the East Side Organizing Project (ESOP) using data from NEO CANDO in targeted model blocks What’s involved Identify parcels at risk using NEO CANDO data (water data, tax data, mortgage data, foreclosure filing data) Target parcels at risk with mailing, visit from ESOP/CDC staff Blanket area with financial literacy materials and host neighborhood financial literacy sessions Interest by city and county officials to expand program On-the-ground projects help to enhance NEO CANDO functionality which will benefit all NEO CANDO users

    22. Next steps – a true early warning system Early warning/vacant property index research agenda Use data inputs talked about in this presentation Test index against windshield surveys conducted by CDCs/Cuyahoga Suburbs Calculated index at every parcel and make available through NEO CANDO
