  2. In this Presentation we will answer the questions: WHAT IS ISO 9001 - 2008? WHAT IS IWA 4? WHAT ESPAC Initiative wants to achieve? …and how?

  3. WHAT IS ISO 9001 - 2008?

  4. ISO 9001 – 2008 is WORLDWIDE STANDARD which regulates the quality of the product/service delivered by PROVIDER to COSTUMER

  5. More precisely: This is A SET of REQUIREMENTS to a SYSTEM which SERVICE PROVIDER should build in order to ensure that the needs and expectations of The COSTUMER ARE and WILL BE consistently met

  6. When we talk about ISO 9001- 2008 standard implemented on Local Government WHO ARE THE COSTUMERS?

  7. The right answer: THE LOCAL CITIZENS ARE LOCAL GOVERNMENT’ COSTUMERS

  8. THE MAIN POINT OF ISO 9001 – 2008 STANDARD Implemented on the public sector IT MAKES CLEAR: THE LOCAL CITIZENS = COSTUMERS And should be served as such

  14. What IWA 4 stands for: INTERNATIONAL WORKSHOP AGREEMENT This Agreement was signed at International Workshop in Leon, Guanajuato, Mexico in November 28th to 30th 2008

  15. THE INTERNATIONAL WORKSHOP AGREEMENT 4 (IWA 4) Is meant to help Local Governments to “translate” the technical language of ISO 9001 – 2008 Standard to the public sector affairs

  16. …but the MAIN OBJECTIVE of IWA 4 is To help the LOCAL GOVERNMENTS worldwide to see the LOCAL CITIZENS as CUSTOMERS and to help them to fulfill their mission as SERVICE PROVIDERS

  17. More precisely: IWA 4 SETS THE REQUIREMENTS to the LOCAL GOVERNMENTS (SERVICE PROVIDERS) How to a build the SYSTEM which is meant to ensure that the needs and expectations of The LOCAL CITIZENS (COSTUMERS ) ARE and WILL BE CONSTANTLY MET

BECAUSE THE EU MEMBERS – COUNTRIES ARE SHARING LIMITED AMOUNT OF SOVEREIGNITY • IT MEANS THAT THE EU MEMBER - COUNTRIES ARE SHARING WEALTH • ON THE POLICYMAKING PLATFORM THE EXPRESSION OF THIS WEALTH – SHARING PROCESS IS THE EU COHESION POLICY • LOCAL GOVERNMENTS ARE MAJOR PLAYERS IN THIS PROCESS OF COHESION • IF LOCAL GOVERNMENT HAS NOT BUILT A QUALITY SYSTEM FOR STRATEGIC PLANNING & MANAGEMENT, THE QUALIITY OF THE PUBLIC PRODUCT IS NOT MET, THE GOALS OF THE COHESIAN POIICY ARE NOT MET AND THE WEALTH SHARING PROCESS IS NOT WORKING

  26. What ESPAC Initiative wants to achieve?

  27. On the World stage: 1.1. Launch discussion aimed to find out why ISO 9001 – 2008 Certificate HOLDERS on the public sector (responding to one and the same requirements) are not securing comparable quality of the public product in the field of Economic Development Strategic Planning and Job Delivery? 1.2. Calling for International Workshop meant to offer: 1.2.1. updates on the approach of Local Governments towards ISO 9001-2008 Standard implementation in order to increase the efficiency of the Economic Development Strategic Planning & Job Delivery 1.2.2. updates on the approach of auditors towards the assessment process concerning ISO 9001 – 2008 Standard on local level during the 2-year period for adaptation to ……………………..

  28. 2) On EU stage Promote to EU policy – makers the ideas of: 2.1. mandatory ISO 9001 – 2008 certification for EU National and Local governments in countries with GDP per capita is bellow certain level (corresponding to EU Funds eligibility) 2.2. mandatory ISO 9001 – 2008 certification for National and Local Governments as a part of pre-accession conditionality

The ground for ESPAC Initiative “In order to achieve the objective of a reliable, responsive and transparent local government, it is not necessary to seek certification to ISO 9001:2008, although this might be encouraged by regional or national government initiatives.” ISO International Workshop November 28 – 30, 2008 Leon, Mexico

STEPS suggested • 1) Contacting ISO • 2) Selecting National Government to support • 3) Contacting selecting National Government (Slovenian, Spenish , or Italian National Government suggested) • Finalizing the process with Assotiated Partners attraction • Forming ESPAC Committees • Submitting Application for ISO International Workshop 2012

  31. WHY WE SEEK NATIONAL GOVERNMENT SUPPORT?

  32. Proposals to hold such workshops may come from any source and are subject to approval by the ISO Technical Management Board which also designates an ISO member body to assist the proposer in the organization of the workshop

The second edition of International Workshop Agreement IWA 4 was unanimously approved at a workshopheld in Leon, Guanajuato, Mexico in November 28th to 30th 2008, which was hosted by • the International Foundation for Development of Reliable Local Governments (FIDEGOC), • the IWA 4 International Secretariat headquarters, • in agreement with the Sub Committee 54 of the Mexican Committee to ISO (CMISO).

  35. The workshop meeting was held with the support of: • the State Government of Guanajuato • through the Government’Secretary • the Federal Government of Mexico • through the National Institute for Federalism and Municipal • Development, • the Federalism and Municipal Development Commission of the Federal Chamber of Deputies • the General Bureau of Standards (DGN, Dirección General de Normas) of the Economics’ Secretary

  36. It was also supported by • the Instituto Latinoamericano para la Calidad (INLAC), • the Instituto Mexicano de Normalizacion y Certificación (IMNC) • the Organización de Servicios Interdisciplinarios (OSI).
