  1. CAF Excellence Model : A Quality cockpit based on CAF, CoP and LEG ? Quality Office Nicolas Mlynek, May 2010

  2. Summary • History and scope • Pre-requisites and general structure of the cockpit • Content of the cockpit • Actual state of the initiative • Questions and possibles evolutions

  3. History and scope • End of 2006 : Pilot project to evaluate the utility of the approach • End of 2007 : Peer review, commitment from Switzerland to introduce the CAF model • 2008/09 : Re-organization of Quality Office • 2009/10 : Creation of a working group for CAF

  4. History and scope - 2 • The issues that had to be addressed were : • Ensure a convergence of recommandations on quality • Have less tools • Make links with management tools (BSC) • The choices that were made : • Use the structure of the CAF • Define a tool, not a concept/methodology

  5. History and scope - 3 • It is intended to use the tool : • As a reference guide for all criteria from CAF, CoP, LEG • To document the solutions in place for these criteria • To make links with our future management cockpit (BSC) • To evaluate these criteria

  6. Pre-requisites and general structure • Representing all criteria of CoP in the CAF model means having a complete mapping between CoP and CAF • We classified not quoted indicators* of CoP according to the nine criteria of CAF • The main idea is to leave the instruments in their original form • - No distortion/adaptation of indicators of CAF * : not mentioned in the mapping document of Eurostat

  7. Reminder – the CAF structure

  8. Content of the cockpit • CAF chaptering • Nine Criteria • Subdivision in 3 parts • All indicators from CAF • All indicators from CoP (if applicable) • All indicators from LEG (if applicable) • Four columns for every indicator • The solution in place to cover the recommandation, plus past • A reference to the BSC (if applicable) • The evaluation based on the CAF grid • Comments

  9. Content of the cockpit - 2 CAF LEG

  10. Content of the cockpit - 3

  11. Actual state of the initiative • The CAF working group works in priority on the first evaluation of CAF • Probably the « classical » way, not the way of this cockpit • Probably this way as a « demonstrator » from Quality Office in a first step

  12. Questions and possible evolutions • The content of the cockpit • - Who will update data (not from evaluation itself)? • The usability of the cockpit • - How many evaluations / year? One for all indicators? • The look of the cockpit • - xls (static)? Like e-tool from CAF? • The « intelligence » of the cockpit • - Automatisms to help in creating reports?
