Comprehensive Explanation • This Pan-European objective aims at enhancing tactical flow management services through the introduction of real-time aircraft position and meteorological data to optimise Air Traffic Flow and Capacity Management (ATFCM). • Area of applicability: AllECAC States • Initial Operational Capability (IOC): 08/2001Full Operational Capability (FOC): 12/2006 ESSIP Plan 2013 / Overview LSSIP 2013

What is new or has changed since LSSIP 2013 • Clarification note inserted in ASP08 SLoA to “de-conflict” it with SLoA AOP05-APO05: “AOP05-APO05 concerns the full CDM implementation while FCM01-ASP08 is intended for the implementation of “Advanced – Tower” systems”. • The local reports shall take the above clarification into account. Most important SLoA(s) • ASP01 Supply ETFMS with Basic Correlated Position Data • ASP02 Supply ETFMS with Standard Correlated Position Data • ASP03 Receive and process ATFM data from the CFMU • ASP04 Inform CFMU of flight activations and estimates for ATFM purposes • Each SLoA should be fulfilled in accordance with the relevant provisions of the CFMU Flight Progress Messages document ESSIP Plan 2014 / Overview LSSIP 2013

  7. Finalisation Criteria and Closed Questions • Reception by CFMU of CPRs (in ASTERIX Category 062 format) • ASP01 and ASP02 are mutually exclusive so they should not be both put as Completed. If ASP02 is done, ASP01 should be put at "Not applicable". If ASP02 is not completed yet, ASP01 can be put as completed, if it is the case. So for ASP01 and 02 it is one or the other but not both Completed! • ATFM messages received from the CFMU are: • automatically correlated to the ATC Flight Plan data • presented to the Air Traffic Controllers • Reception by CFMU of the FSA messages • No closed questions available ESSIP Plan 2014 / Overview LSSIP 2013

ESSIP Report 2013 • Objective late, but with a good level of implementation of the priority SLoAs. • The States yet to implement the priority SLoAs of this objective have shown a sound commitment to do so. • However, the likelihood of implementing all SLoAs still remains very low. • The main reason for delaying the implementation is of a technical nature and lack of operational justification. Implementation is mostly linked to the deployment of new systems or to major upgrades of existing ones, therefore the stand alone implementation of the objective was not considered beneficial. • Sometimes the objective is perceived as not being operationally justified at local level. However the implementation decisions shall also take into account the network benefits. ESSIP Plan 2014 / Overview LSSIP 2013

Objective Coordinator’s Analysis, recommendations, tips & tricks • Implement the most important SLoA(s) • ASP01 • ASP02 • ASP03 • ASP04 • When reporting, be more specific on what has been completed and the prospects for the rest of the SLoAs. • Ensure that there is an effective link with the NMD and the information on the implementation originates from a ODSG member. Conclusions • The implementation of this objective has a positive impact on: • The reduction of wasted capacity; • The reduction of delays • The reduction of unexpected overload situations • Note that the delivery to the NM of Correlated Position Reports containing the SSR transponder code assignments for GAT/IFR is an obligation on the Air Navigation Service Providers, under the NM IR (Commission Regulation (EU) No 677/2011) ESSIP Plan 2014 / Overview LSSIP 2013
