Setting the scene • The Greenhouse: • Entry point for all single homeless people in the borough • Delivered in partnership with Thames Reach • Share building with homeless GP practice – only practice in the borough rated outstanding • Hackney Service Centre: • Families, couples and those who have a valid tenancy

Setting the scene • Staff: • Housing Needs and Benefits officers have a generic JD • Officers trained to empower customers and use strength based approach • Hospital discharge navigator • Recruited 10 apprentices with lived homeless experience • Employed and seconded staff from Crisis • “Customer in the room” approach

Setting the scene • The borough: • Highest property price increase in the UK over the last 10 years – nearly 500% • Only 6% of all advertised PRS could be accessed with LHA (includes families or singles) • 3 year residency criteria for supported accommodation pathway • Working with Futuregov to improve customer experience and streamline systems

Challenges • 67% of all the approaches are single – Nearly 2400 • Initially all approaches were given an appointment • First come first serve approach • Supply not meeting demand • Reduced number of supported accommodation • Majority of approaches affected by the benefit cap • Increased level of admin work • Multiple systems • Increased number of customers fleeing DV • TA cost up by more than £2 million compared to previous year

Opportunities • RSI funding – Hackney’s 1st ever Outreach Team • Mediation pilot • Housing First – 1st fully CCG funded project • Singles housing options - Procurement and partnership coordinator • All year round women only night shelter • Equip customers with skills to self-source PRS • Dedicated Hackney Works Employment Advisor • MHCLG Funding made available for longer periods • Long term and robust cross party Housing Policy • Single Homeless Prevention Service model
