    1. The ECO Stars Fleet Recognition Scheme (Efficient and Cleaner Operations) Recognising the role of fleet operators in positively influencing local air quality Alan West A unique scheme is about to be launched in South Yorkshire those based in and operating into South Yorkshire. “The Eco Stars Scheme “ recognises the role of fleet operators in positively influencing air quality. The scheme will be open to operators of HGV, PCV, LGV fleets and what is know as “own account operators” many of which are the major high street Retailers. If you include not only those based in South Yorkshire , but also those and operating into the four districts form elsewhere, these fleets make up a large proportion of the vehicles on our roads.. Consequently the efficient operation of these fleets can play a major role in minimising pollution in and around our towns and cites . Particularly when you consider that an average HGV improving fuel consumption by 0.5 mpg equates to a saving of 7,000 kg per vehicle year in terms of carbon dioxide emissions – over Ł4000 saving to the operator. The ECO -(Efficient Cleaner Operation) scheme aims to recognise those who have already adopted best practice and also recognise further efficiency improvements. The overall aim of the scheme being to encouraging all fleet operators to adopt similar practices, improving their operational efficiency to the benefit of air quality. The scheme has the potential to have a real impact on an organisation carbon footprint. 2. The ECO Stars Fleet Recognition Scheme The rationale behind the scheme The role of the major vehicle fleets in the Local Transport Plan and Environmental Policy Society’s image of commercial vehicle fleets The recognition scheme The role of Transport and Travel Research In the next few minutes I intend to explain the thinking behind the scheme and then hand over to Chris Douglas from consultants Transport Travel Research, our partners in this project. Chris and his team successfully tendered to the developing and managing the scheme on behalf of care4air. Chris himself has personally experience working with Department for Transport on their freight best practice programme now adopted by a wide range of operators across the UK. 3. Why a Care4Air Recognition Scheme? At first sight unusual for Local Authorities to champion such a scheme Partnership is the key to successful delivery of Local Transport and Environmental policies – vital when traffic pollution is often outside our control Policies rely heavily on stakeholder support Essential to promote best practice and encourage other stakeholders to adopt similar policies The rationale - Why a care 4 air scheme At first sight unusual for Local Authorities to champion such a scheme. Fleet operators are one of the most influential stakeholders in terms of improving air quality. When you are sit in your car at a junction or wait to cross a busy road as a pedestrian just glance around for a moment and you will see just how many vehicles belong to major fleets to get a feel for the ECO schemes potential. Essential to promote Best practice…………… Which is why - The four South Yorkshire Local Authorities and their suppliers will be encouraged to sign up for the scheme, as will local health and education providers who operate a wide range of vehicle fleets. Practicing what we preach. The rationale - Why a care 4 air scheme At first sight unusual for Local Authorities to champion such a scheme. 4. The role of the fleet operator in the Local Transport Plan and Environmental Policy Focus on the bottom line – maximising profitability based on very low margins “Cinderella” working hard to reduce fuel use and improve the environment with little recognition The importance of dialogue between local authorities and operators often underestimated Never forget - the focus on the bottom line …………… Also time pressure particularly for the delivery of perishable goods are of less than 30 minutes. I the public transport sector, understandably, journey times by public transport are minimised to attract the maximum number of passengers and revenue. And this is despite increasing traffice on our roads However, many organisation are now looking more closely at the ethical business practices – in particular in relation to the environment where corporate support is growing. The term “Cinderella “ may seem strange in this context - but other those working with that particular business sector very few of us are aware of the efficiency improvements taking place on a daily basis out of the public gaze. The corporate culture is now encompassing the environment - Just look at the M&S Plan A campaign – throughout their stores. Bearing these issues in mind dialogue between operators and Local Authorities is event more important. And yet often underestimated.Never forget - the focus on the bottom line …………… Also time pressure particularly for the delivery of perishable goods are of less than 30 minutes. 5. Society’s View of Commercial Fleets “London Dirty Lorry tax. “ “There is bound to be traffic and noise from lorries and these are only little lanes.“ “The large lorries make their frequent deliveries and how will that affect road use, noise and pollution in the area? “ “Fuming at traffic torment “ “Plans to reduce the carbon dioxide emissions it generates throughout its bus and rail operations by up to 25 per cent.” What then is society view of the commercial fleets? These quotes are just a few from various sections of the media. I will hold my hand up and admit a year of so ago my views would have been very similar. Something of a misconception!! Contrast this with one operator in the West Midlands with just over 30 vehicles who saved 123 tonnes of Co2 and made major reduction is other pollutants in just 12 months Transcoe DFT Best PracticeWhat then is society view of the commercial fleets? 7. What is needed? -A solution that encourages dialogue and rolls out best practice A high profile awareness raising campaign identifying vehicles and organisations adopting best practice A method of getting the message out to a wider audience of the vital role of fleet operators A scheme which allows the most efficient operators to stand out from the rest One that allows policy makers to focus on the ‘not so clean’ operators This should consist of ……… This should consist of ………

    8. The Care4air Eco Stars Scheme The scheme is about to be launched The Care4air team have already begun to establish a dialogue with HGV and PCV operators, retailers, logistics specialists Developing a “user-friendly” and “transparent” recognition process - that leads to improvements in local air quality and recognises best practice

    10. A simple, practical and yet high profile, recognition scheme

    11. The ECO Stars Fleet Recognition Scheme

    12. ECO Stars – Aims and Objectives FREE Scheme Recognition to operators for existing best practice Encourage use of further efficiency measures Reduce fuel consumption – meaning reduced vehicle emissions and improved air quality Raise awareness of role of fleet operators

    13. ECO Stars – Target Audiences Fleet operators of light and heavy goods vehicles, buses and coaches All sizes of operators and sectors Based in and operating within South Yorkshire Other local businesses

    14. ECO Stars – Key Messages Operational efficiency = financial savings (and improved environmental performance) Effective fuel management is the foundation for success Signing up to the scheme can raise profile and highlight efficiency credentials

    15. ECO Stars – How it works Recognition for individual vehicles Euro engine standard, type of fuel used, exhaust after-treatment plus ‘booster’ stars for in-cab technology Recognition for overall operation Proportion of fleet achieving minimum star ratings Evidence of fuel management process, driver skills development, vehicle specification, use of supporting systems and performance monitoring

    16. ECO Stars – Recognition Benefits Star rating Certificate for overall operation Individual star rating decals for vehicles ‘Road map’ for improved operational efficiency Advice from operational efficiency specialists Guidance to progress to higher star ratings
