  1. The ECO Stars Fleet Recognition Scheme(Efficient and Cleaner Operations)Recognising the role of fleet operators in positively influencing local air qualityAlan West

  2. The ECO Stars Fleet Recognition Scheme • The rationale behind the scheme • The role of the major vehicle fleets in the Local Transport Plan and Environmental Policy • Society’s image of commercial vehicle fleets • The recognition scheme • The role of Transport and Travel Research

  3. Why a Care4Air Recognition Scheme? • At first sight unusual for Local Authorities to champion such a scheme • Partnership is the key to successful delivery of Local Transport and Environmental policies – vital when traffic pollution is often outside our control • Policies rely heavily on stakeholder support • Essential to promote best practice and encourage other stakeholders to adopt similar policies

  4. The role of the fleet operator in the Local Transport Plan and Environmental Policy • Focus on the bottom line – maximising profitability based on very low margins • “Cinderella” working hard to reduce fuel use and improve the environment with little recognition • The importance of dialogue between local authorities and operators often underestimated

  5. Society’s View of Commercial Fleets • “London Dirty Lorry tax. “ • “There is bound to be traffic and noise from lorries and these are only little lanes.“ • “The large lorries make their frequent deliveries and how will that affect road use, noise and pollution in the area? “ • “Fuming at traffic torment “ • “Plans to reduce the carbon dioxide emissions it generates throughout its bus and rail operations by up to 25 per cent.”

  6. What is needed? -A solution that encourages dialogue and rolls out best practice • A high profile awareness raising campaign identifying vehicles and organisations adopting best practice • A method of getting the message out to a wider audience of the vital role of fleet operators • A scheme which allows the most efficient operators to stand out from the rest • One that allows policy makers to focus on the ‘not so clean’ operators

  7. The Care4air Eco Stars Scheme • The scheme is about to be launched • The Care4air team have already begun to establish a dialogue with HGV and PCV operators, retailers, logistics specialists • Developing a “user-friendly” and “transparent” recognition process - that leads to improvements in local air quality and recognises best practice

  8. A simple, practical and yet high profile, recognition scheme

  13. ECO Stars – How it works • Recognition for individual vehicles • Euro engine standard, type of fuel used, exhaust after-treatment • plus ‘booster’ stars for in-cab technology • Recognition for overall operation • Proportion of fleet achieving minimum star ratings • Evidence of fuel management process, driver skills development, vehicle specification, use of supporting systems and performance monitoring

  14. ECO Stars – Recognition Benefits • Star rating Certificate for overall operation • Individual star rating decals for vehicles • ‘Road map’ for improved operational efficiency • Advice from operational efficiency specialists • Guidance to progress to higher star ratings
