HR legislation implementing EU Seveso II Main acts: • Environmental Protection Act : (Official Gazette O.G. no 110/07) • Regulation on the prevention of major accidents involving dangerous substances: (O.G. no 114/2008) • Ordinance on the register of installations in which dangerous substances have been identified and on the reported major accidents: (O.G. no 113/08)

  5. HR Seveso Competent Authorities • MEPPPC: Ministry of Environment. Implements and enforces Seveso legislation • NPRD: National Protection & Rescue Directorate Inspecting and enforcing Seveso legislation • Inspectorate at MEPPPC Inspections for enforcing HR environmental legislation

  6. CEA- Croatian Environmental Agency Seveso competence CEA • Checks completeness and quality of Seveso Notifications submitted by Industry to MEPPPC • Keeps data bases of registered Seveso establishments on the basis of Notifications submitted to MEPPPC

CEA- Croatian Environmental Agency Seveso competence According to data published in CEA web site www.azo.hr (November 2010) there are 45 Seveso establishments in Croatia Of them: • Eleven (11) are Upper tier establishments • Thirty four (34) are Lower tier establishments They are distributed in Zagreb County and the regions (Counties)

HR legislation implementing Seveso II Main deficiencies : • Notification to MEPPPC (and NPRD): concerns all dangerous chemicals, independently of identity and quantities • Overload to Authorities with unjustified and not foreseen work according to EU Seveso II provisions • Confusion to Industry/companies as per obligations

  9. HR legislation implementing Seveso II Main deficiencies: • Inspections: It is not clear who inspects establishments for checking compliance to Seveso legislation • No Seveso Inspections have taken place so far

  10. Administration requisites for State and Industry The administration burden posed by Seveso II is considerable both for the State and Industry. It requires: a) adequate allocation of resources to State Services ( administration and technical) b) adequate know how and superior knowledge of intern processes (organizational, managerial, technical) on behalf of Industry

  11. EU funded projects for assisting Croatia on Seveso Three parallel projects on Seveso implementation funded by the EU: Twinning; oriented towards legislation and administration construction G2G; oriented towards administration TA; oriented towards Industry/establishments

  12. EU funded projects for assisting Croatia on Seveso All projects after assessment of the situation in Croatia regarding Seveso implementation will state/issue recommendations for upgrading preparedness, control and response to major accidents where dangerous substances are involved
