Results of Terror and Propaganda Choose a layut Mao and the government used terror to make citizens afraid to do anything wrong because of the consequences, this allowed Mao to control the people and maintain his power over the country. Although many were not killed during terror campaigns, many of them committed suicide. Propaganda was considered to be the main highlight CCP in China, it had managed to gain support in the people who were now indoctrinated to the regime. It also allowed Mao to get rid of his opponents.
