Growth Areas Test operations, space, automotive etc Creative industries, tourism, media, design, culture etc Basic industries and processing Technology, eHealth, innovations, ICT etc Triple Helix public sector, enterprise and (in our case) Luleå University of Technology Energy and environmental technologies

  5. How we use theStructural Funds • Use of Structural Funds for eHealth: • 2000-2006: 50 million SEK • + same amount from national funds

  8. Use of Structural Funds for eHealth • Lumiora: Sweden's largest and fastest regional broadband network (ERF) • distance training • electronic trade • distance work • eHealth • EU Commission’s claim: • Provide access to ICT and internet until 2010 assets

Integrated Care Administration System - VAS • Single sign-on • Independent modules can be merged • Integrated with other systems such as PACS, IMACS, ECG, Pharmacy and AmbuLink • 5 hospitals • 33 health centres • 40 dental care centres • Uniform system for all medical records Designed by users for users

Use of Structural Funds for eHealth Cross-Border Healthcare in Tornedalen Managed by: The County Council of Norrbotten ERDF: 346 000 (euro) Municipalities in north Sweden and north Finland… people are to receive equal care regardless of their land border…(phase 1) • identifying obstacles and opportunities • identifying twinning projects • propose a plan of action epSOS (Smart Open Services for European Patients)

  11. Use of Structural Funds for eHealth Challenge:limited access to medical doctors in the region Solution:Distance training of medical doctors at Umeå University (ESF)

The challenge for the public sector is to create conditions that stimulate growth • Visionary humans • Development cycle • Partnerships • Growth areas • ICT Infrastructure • Policies and strategies • Development funds • Triple Helix • eHealth as a part of the growth policy and therefore a part of the sustainable development
