  4. Future Issues in R&D 1.Constant Research and Development Evolution through new technology is indispensable for future development of railways. It is important that management consider R& D as one of its top-priority issues and make constant efforts for technological innovation. 2. Initiative It is important that railway companies should have the ability to maintain and advance proprietary railway technology which they possess as their own business assets and to improve service and cost on their own to meet the needs of customers. 3. Cooperation Candid exchange of views among railway companies, business circles, universities and research institutions will enable them to bring their combined strength into full play, leading to improved R&D output.
