Why Co-operative Systems?Transport is essential to Europe’s prosperity • EU transport sector: 11% of GDP 15 million jobs 13% of household spending • It is an important industry and makes a major contribution to the functioning of the European economy as a whole • Road transport: 44% of Freight 85% of Passengers • Annual growth rates: 2.3 % of Freight 1.9 % Passengers European Transport Policy aims to provide safe and efficient mobility for our continent while respecting the environment Page 3

Why Co-operative Systems?Challenges at EU Level • Congestion • Represents a loss of 1% GDP yearly • 10% of road network daily congested • Energy Efficiency & Emissions • about 12% of the overall EU CO2 emissions coming from the fuel consumed by passenger cars. • While the EU reduced CO2 emissions by 5% (1990-2004), the CO2 emissions from road transport have increased by 26% • Safety • 39.500 deaths on the roads (EU27-2008) • 1.7 million injured persons (EU27-2008) • Human error is involved in 93% of the accidents Page 4

Future Directions Stockholm – paving the way to further cooperation • The International WS on Vehicle Communications • Preparing a joint EU-US declaration on future collaboration in research in Cooperative Systems • Bilateral Meetings EU, US, Japan later this week • The aim of this work is to identify in the technical road maps the areas where harmonisation and joint or coordinated development is needed, as well as to discuss a joint approach to standardisation. Future directions The European Green Car Initiative:The Fully Electrical Vehicle • There is an urgent need to fast-track the research in electric vehicles in view of the instability of the global energy markets and the equally urgent need to address greenhouse gas emissions from transport • DG INFSO is now proposing that our contribution to the Green Car Initiative: will be the development of technologies, components and systems for a fully electric vehicle including the necessary infrastructure Page 24
