  4. 1. INTRODUCTION Location and Geographical Profile of Turkey Turkey is situated in Southern Europebetween Asia and Europe.

  5. 1. INTRODUCTION The actual area of Turkey is 814,578 km2, of which 790,200 km2 are in Asia and 24,378 km2 are located in Europe. Location and Geographical Profile of Turkey Mountains cover big part of country and these mountains run parallel to the coasts. Significant differences in climatic conditions arise between regions.

  6. 1. INTRODUCTION TSMS Turkish State Meteorological Service (TSMS) was founded in 1937. From that time to nowadays, many improvements have been realized by TSMS in observation stations and observation methods.

  7. 1. INTRODUCTION The first AWOSs were established in 1987. Now, The AWOS network comprises 240 stations.

  8. 1. INTRODUCTION Present Awos Network in Turkey 34 of those 240 stationshave been operated at the airports for the aviation purposes.

  9. 1. INTRODUCTION Present Awos Network in Turkey Remaining 206 AWOSs used climatologic and synoptic purposes.

  10. 1. INTRODUCTION A new project for installing 150 AWOSs in the eastern part of the country is still under process. Awos Network in Turkey Thus, whole country will be covered with automated weather observing systems.

  11. 2. OPERATING AND MAINT. POLICIES General Quality of meteorological data and economical span of instruments depend on maintenance policies of institutes. Maintenance policy of TSMS on the basis of, in general; • Protective Maintenance • Corrective Maintenance • Calibration • Quality Control of Data

  12. 2. OPERATING AND MAINT. POLICIES Protective Maintenance Protective Maintenanceis realized by operators, local technicians and trained technical staff. Daily, weekly and monthly maintenance procedures are realized by operators and local technicians. On the other hand more specific issues are realized by trained technical staff at the six months interval.

  13. 2. OPERATING AND MAINT. POLICIES Corrective Maintenance In case of any failure on the systems, corrective maintenance is applied to operate the systems regularly. Firstly, local technicians take necessary actions with remote support from centre office. If the failures can not be repaired by local technicians, technical staff from the center office reach the station as soon as possible and solve the problem.

  14. 2. OPERATING AND MAINT. POLICIES K -Q TSE-ISO-EN 9000 Calibration and International Standards TSMS is planning to reach international standards on all related issues. For this reason, TSMS has started to some works to be able to receive ISO-9001 Quality Management Systems Certificate. Related divisions have supported these works by preparing maintenance forms, failure tables, related procedures and other documents related with AWOS operations. TSE: Turkish Standards Institutes

  15. 2. OPERATING AND MAINT. POLICIES Calibration and International Standards Renovation of calibration laboratory works continue to ensure condition of ISO-17025. TS EN ISO/IEC 17025 TSMS plans to provide international traceability for the AWOS instruments with these works.

  16. 2. OPERATING AND MAINT. POLICIES Quality Control Quality control of data generated by AWOSs is another important component of those works. New quality control algorithm produced for synoptic observations are stillunder investigation to adapt AWOSs.   17. 2. OPERATING AND MAINT. POLICIES Personnel Structure TSMS intended to have trained technical staff to operate and maintain the AWOSs smoothly. So, staff distribution of TSMS in the headquarters became as showed in the table below:

POLICIES Training Policy and Cooperation In general, TSMS intends to apply its training policy as continuous training in cooperation with national and international organizations. For this purpose, our staff participated in the national and international activities such as training courses, technical conferences, seminars and exhibitons.

  19. 2. OPERATING AND MAINT. POLICIES National Trainings for Local Technicians (Regularly) Trained staff trains the operators and local technicians every year regularly. In 2006, four different trainings for aviation purposed AWOS were realized to train the operators and technicians.

POLICIES International Trainings for Exchanging the Experiences TSMS has organized international AWOS training courses to give contribution to the capacity building activities for member countries of WMO. To exchange the experiences and information between the meteorological services of different countries are the main objectives of these courses.

  21. Our future works can be stated as below; To continue modernization program and to extend AWOS network covering all parts of Turkey. To improve research activities to be able to conduct technology policies of TSMS in the field of AWOS. To participate scientific and technical studies to be able to share experiences and knowledge. 3. FUTURE WORKS

CONCLUSION • Modernization of meteorological observation network programme has provided great progress and technological substructure in Turkey. • Experiences on operations and maintenance of AWOS network have been obtained during elapsed time. • TSMS will continue to improve the knowledge and capacity to be able to operate and maintain the AWOS network smoothly.
