  6. Biodiversity / Bee-keeping 85% of honey production in Turkey are produced from national forests. GDF has conductedhoney production projects in order to support bee-keeping activities in forest areas.68 forest areas covering 5240 ha have been reserved for bee keeping and are called “Honey Forests”

THE EFFECTS OF CLIMATE CHANGE ON FOREST-BASED ENVIRONMENTAL SERVICES (1) THE EFFECTS OF CLIMATE CHANGE ON FOREST-BASED ENVIRONMENTAL SERVICES • CC might mostly affect the Mediterranean climate zone of Turkey • The forest areas in Taurus,Amonus and the south-western coast of Turkey are at risk of fire • Changes of duration, intensity and period of precipitation will highly affect the hydrologic system, especially in The Black Sea Region, because of degradation of the highland forests • Less job opportunities in the agricultural sector will aggravate migration from rural to urban areas. Higher food prices may lead to social problems.

CROSS-SECTORAL COOPERATION: CO-STRATEGIES AND “WIN WIN” • Important steps towards cross-sectoral cooperation: • Other relevant sectors should be informed about the increasing importance of forest based environmental services • Forest Strategic Plans should integrate strategic issues of other relevant sectors • The forest sector should startsystematicallyidentifying opportunities for cooperation, discuss them with other sectors, • and identify common interests (“win-win”) • Joint projects should be developed (ex.: Integrated Land Use Planning, Integrated Watershed Management) and decisions be taken on the use of adequate instruments and procedures • Joint project should be followed up (monitoring, scientific • research, lessons learnt)

OPPORTUNITIES FOR CO-MANAGEMENT OF CC-RELATED MEASURES • Priorities for cross-sectoral co-management: • Joint vulnerability analysis (VA) to define necessary adaptation • and mitigation measures for representative habitats • Joint pilot projects (PP) of land use planning in selected • watershed areas for implementation of the recommendation of VA • Joint monitoring and evaluation of results • The results of VA and PP should be used for cross-sectoral efforts • to increase public awareness on impacts of CC

OPPORTUNITIES FOR PES • In Turkey: • Forests are 99% managed by the State • Forest-based environmental services are public benefit • GDF has to cover the cost of expensive activities like fighting against forest fires, reforestation and subsidizing forest villagers through a revolving fund. • Therefore GDFneeds to improve its financial basis, especially with regard to CC. • GDF wants to increase the financial basis of the revolving fund particularly through CO2 compensation schemes (REDD, Kyoto Protocol). It will analyze other PES opportunities for Turkey.

  15. POSSIBLE BARRIERS FOR CROSS-SECTORAL COOPERATION • The following obstacles might handicap “win-win”-cooperation with other sectors: • Other sectors are not aware of the importance forest-based • services and the impact of CC • Lack of coherence of sectoral laws and regulations • Limited experience with cross-sectoral collaboration • Lack of financing for cross-sectoral activities (not included in • national budget) • Lack of professional competence for cross-sectoral cooperation • Lack of clear roles and responsibilities for joint approaches • Differences between sectoral priorities and sectoral structures

NEED FOR EXTERNAL SUPPORT • GDF needs external support for strengthening of cross-sectoral cooperation: • Special capacity building support (training on Land Use Planning, Vulnerability Analysis , Greenhouse Gas inventory, CC adaptation and mitigation strategies) • Support to follow the international discussion and negotiations on CC • Financial support through bilateral and multilateral institutions for implementing joint pilot project • Support to day to day coordination work of GDF regarding CC and cross-sectoral cooperation • Support for PES analysis

RESPONSE TO CC • Establishment of a National Climate Change Coordination Committee • Elaboration of a National Climate Change Strategy Document • Integration of an adaptation strategy for CC into the strategic plan of GDF • Elaboration of a study on potential CC impact following the RegCM 3 model • Elaboration of a pilot study“Adaptation of Forest Ecosystems and Forestry Activities to Climate Change in Seyhan Watershed, southern Turkey ” • Implementation by GDF (in the framework of ICP Forests) of a forest monitoring and evaluation project related to climate change • Establishment of a Forest-Fire Management System and a Forest-Fire Training Center • Since 12/2010, the law no 6094 fosters the production of forest-based renewable energy(eg. biomass energy) as well as wind and hydro-energy
