  1. DUTIES OF THE REFEREE • Arrive at the rink 45 mins. before game time. • Check the game report, ensure all areas are filled in; (Captains & alternates listed, coaches, trainers & their respective numbers) • Discuss with Linesman their duties & any procedures you want them to be aware of. • Be on the ice prior to both teams. • Ensure all off-ice officials are in place

  2. Duties of Referee con’t • Count number of players on each team. Number should be same or less than what is on the game-sheet • After the game, check the game-sheet to ensure that it is correct then print and sign your name & number. • Report any rink conditions on the back of the game sheet to ensure that league president & RIC are ware of it.

PRE-GAME DUTIES • Prior to game check to make sure game sheet completed and signed properly • Delegate each linesman to check number of players on each team to ensure it corresponds with what you have on the game sheet. • Prior to going onto ice, have a discussion with your linesman in regards to their responsibilities – Rule 42 • Make sure you and your linesman are on the ice before the teams. • Make sure all off-ice officials are in their respective positions and no other people are in the penalty bench area.

PRE-GAME DUTIES CON’T • Check to see if there are any problems with the rink and ensure that the visiting team is aware of it. • Have a warm-up and do not engage in conversation with the spectators. Look professional, no hands in the pockets or leaning on boards. • Before the game, between periods, and after the game ensure that the officials room is clear of any persons not involved in the game. • Use the time in the dressing room to mentally and physically prepare for the game. Use it wisely.

START OF THE GAME/ PERIODS • Review game sheet- Make sure everything is correct • Off-ice officials are in place. • All timing devices & goal-lights work • Initiate the “Fair Play Initiative” • At the start of each period ensure only those involved in the actual face-off are on the ice. All other players are to be on their respective benches. Violation of this rule, the referee shall assess a Bench Minor penalty.

  6. GENERAL DUTIES OF REFEREE • Take all face-offs to start each period and after each goal. Make sure you are facing the timekeeper at the start of each period. After a goal you can face the benches if on opposite side of penalty bench. • Stop play after a goal and give proper information to the official scorer. • Stop play according to the rules when assessing a penalty. Ensure that the official scorer is aware of infraction, number of player and his team. • Stop play when puck goes out of bounds or is touched by an ineligible player. • Stop play when puck is struck above the normal height of the shoulders and subsequently touched by the offending team.

GENERAL DUTIES OF THE REFEREE CON’T • Referee the game in accordance with the playing rules and ensure that each team is treated fairly • Stop play when puck is passed with the hand from one zone to another except in the defending zone. • Watch to make sure that both teams are able to leave the ice safely after each period and the end of the game. Don’t allow spectators to get involved with the players. If you require additional security get it from the arena staff. • Make every effort to keep the play moving, by using your vocals to communicate with the players.

GENERAL DUTIES OF REFEREE CON’T • A goaltender freezing the puck unnecessarily should result in the referee instructing him to continue play or risk a penalty. • On potential volatile situations, the referee should move near the players & show presence, but ensure that you keep all players in full view. • On completion of game, check game report, to ensure it is completed properly, have linesman check and then sign and have off-ice official distribute to each team. • Write proper report on back of game sheet of any major incident (CFB, Majors, Misconducts etc.) • Change into your street clothes and leave the arena without discussing the game with any team official. Do not discuss any infraction with team officials.

END OF GAME/PERIOD • Be aware of potential problems and act accordingly • Brief you linesmen on getting to problem areas quickly at the end of the period to diffuse any altercations that may occur. • Take up a position on ice where you can see all players on the ice and benches. • Advise both teams to stay on their benches until you direct them off the ice. • Visiting team should be allowed to leave the ice first.

  10. END OF GAME/PERIOD CON’T • Referee can decide if pre-game ceremonies between teams will take place. If tensions are high, you can decide it should not take place. You want to avoid any conflict. • Remain on the ice with your linesmen until all players have departed the ice. • Avoid any confrontation with players, team officials, or spectators at the conclusion of the game as emotions are very high.

  11. WRITING OUT A GAME REPORT • Two possible reports after a game; Game Sheet and Match Penalty Report • Do not discuss with anyone the extent of any punishment or suspension. • If required contact the League President or RIC and make them aware of incident • Use good grammar and make sure it is legible. Print your name(s) & number(s) on game sheet and then sign. • In game report give full details; eg. Date, location, officials involved & teams involved.

WRITING OUT A GAME REPORT CON’T • State who saw infraction, rule number, who made the call, names & numbers of those involved and what penalties were assessed. • State all details leading up to what happened • Send copy to your REM and keep a copy for your records. • If you are required to attend a hearing state only what you saw and do not change your version. • Each branch may have their own procedures for referees to report an incident.

  13. WRITING OUT A GAME REPORT CON’T • Referees are responsible for reporting the following items in accordance with Hockey Canada rules: • All Ten min. Misconducts in the last 10 mins of the 3rd period. • All ten min. Misconducts during the game under Rule 47 (f) “Abuse of Officials, Unsportsmanlike Conduct” • All Match, Gross Misconducts, Game Misconducts • Any incident which may involve disciplinary action or problem that may affect the proper playing of the game (eg. Crowd control or security) • Any other incident that your Branch may specifically request reported.
