  1. Portsmouth/Paducah Project Office2013 Paducah Site Status Report September 26, 2013 ASP 2013 Workshop By Don Dihel,CHMM Portsmouth/Paducah Project Office

  2. PPPO Mission • The Portsmouth/Paducah Project Office (PPPO) mission is to accomplish the following at the Paducah Site. • Environmental Remediation • Waste Management • Decontamination and Decommissioning • Depleted Uranium Hexafluoride (DUF6) Conversion

  3. Paducah Gaseous Diffusion Plant

  4. Paducah Gaseous Diffusion Plant • Contractors • LATA Environmental Services of Kentucky, LLC • Teaming partners of Los Alamos Technical Associates, S.M. Stoller Corporation, B&W Technical Services Group, Geosyntec Consultants, and Diversified Management Consultants • Responsible for the environmental restoration of the Paducah Gaseous Diffusion Plant in Paducah, Kentucky • Swift and Staley Team • Teaming partners of Swift and Staley Mechanical, Wastren Advantage, Incorporated, and URS Corporation • Responsible for Facility Support Services at the Paducah Gaseous Diffusion Plant in Paducah, Kentucky

  5. Demolition of C-340 Metals Plant • Completed demolition of C-340 complex, known as the Metals Plant • Encompassed about 1.5 million cubic feet, the volume of a football field roughly three stories tall • Demolition of a single-story section was completed in mid-December, followed by removal of a four-story section. A seven-story, 120-foot-high section– the tallest building at the site–was the last to be taken down and that was completed in March 2013

  6. Demolition of C-340 Metals Plant

  7. Demolition of C-340 Metals Plant • Shipped C-340 waste to EnergySolutionsin Clive, UT • 1,920 tons of steel I-beams, steel plates, piping, ductwork, and equipment • Last shipment arrived Aug. 8 at Clive

  8. Investigative Sampling - SMWU 4 • The SWMU 4 investigation is being conducted in 5 phases. Phases 1 -3 were executed in FY 2013; Phases 4 and 5 are scheduled for FY 2014 • Approximately 160 soil samples will be collected and analyzed for VOCs, SVOAs, PCBs, metals, and radionuclides Passive gas analyzers collect sample data at SWMU 4 • Approximately 140 groundwater samples will be collected and, except for a small subset, will be analyzed for VOAs and Tc-99. The exception is a group of 5 groundwater samples that will be part of a broader analysis (i.e., VOAs , SVOAs, PCBs, metals, and radionuclides).

  9. Source Removal – C-400 • In 2005, DOE signed a Record of Decision for removal of TCE contamination near Building C-400 • Will permanently reduce the concentrations of TCE and other organic chemical compounds in soils at the main source of TCE contamination. • Using direct heating technology that heats soil to a level where contaminants and water are turned from a liquid into a gas, brought to the surface and destroyed • Treatability Study showed direct heating 98% effective • Remedial Action work began in late 2006, with Phase IIB starting in FY13 Groundwater plume for TCE

  10. Investigative Sampling - Southwest Plume • 3 TCE source areas investigated • Sampled 83 soil borings during 2012 and 2013 using a direct push sample rig • Continuous core to 60-65-ft depths • Field scanned each 5-ft interval  with PID and sampled interval of highest VOC level   • Collected 1,095 soil samples (depth-scheduled and QC samples) for fixed base lab analysis of TCE and four other VOCs • Same day courier delivery to lab • Next-day preliminary results (Friday’s sample results available on Monday) • Optimized contingency sample locations based on timely results Samples from the Southwest plume are examined Samples are extracted from Southwest plume

  11. Changes at Paducah • USEC ceased uranium enrichment operations in May 2013. • USEC submitted notice of intent to return the leased property back to DOE in August 2013. • DOE is planning for the transition and in negotiations with USEC on conditions and time of turnover. • See http://www.emcbc.doe.gov/pgdp%20deactivation for the Request for Task Proposal (RTP) for deactivation activities at the Paducah Gaseous Diffusion Plant

  12. Analytical Work in Paducah

  13. TSD used by Paducah

  14. Paducah Support for DOECAP • During FY 2013, the Paducah site provided support for the following laboratory audits: • Lisa Crabtree–USEC Analytical Laboratory audit • Kelly Layne–USEC Analytical Laboratory audit, Lionville Laboratory closeout audit • Don Dihel–USEC Analytical Laboratory audit • During FY 2014, the Paducah site anticipates supporting the following laboratory audits: • Don Dihel–Two audits – Paducah laboratory, Portsmouth laboratory • Lisa Crabtree–Two audits - – Paducah laboratory ,TBD • Kelly Layne–Two audits - – Paducah laboratory, TBD

  15. Paducah Support for DOECAP • During FY 2013, the Paducah site provided support for the following TSD audits: • Don Dihel–MEC • During FY 2014, the Paducah site anticipates supporting the following TSD audits: • Don Dihel–one audits – TBD • Lisa Turner – two audits - TBD
