Historical Information • 1989 - DOE selected HCCP as a Clean Coal Technology Program demonstration plant • 1995-97- HCCP built • 2000 - HCCP shutdown – AIDEA litigation • 2009 – AIDEA & GVEA begin purchase discussions 2
Why HCCP now? Reliability & Affordability • HCCP will lower electric bills • Coal is one of GVEA’s lowest cost fuel sources • Coal prices are more stable than oil prices Creates jobs for Alaskans Puts a valuable resource online
Key Purchase Points • Purchase Loan - $50 million @ 5% interest for 25-years • Re-start Loan - $45 million @ 6.5% interest for 25-years • Interest & Principal payments deferred until January 1, 2014 • AIDEA – GVEA Litigation stayed
