The Kaliningrad region as a Special Economic Zone 1 апреля 2006 года вступил в силу Федеральный закон № 16-ФЗ от 10.01.2006 г. «Об Особой экономической зоне в Калининградской области и о внесении изменений в некоторые законодательные акты Российской Федерации». В соответствии с Федеральным законом Особая экономическая зона в Калининградской области – территория Калининградской области, на которой действует специальный правовой режим осуществления хозяйственной, производственной, инвестиционной и иной деятельности. The Federal Law of January 10, 2006№16-FL “On the Special Economic Zone in Kaliningrad Region and on Introducing Changes into some Legislative Acts of the Russian Federation”came into effect on 1 April, 2006 According to the Federal Law, the Special Economic Zone in the Kaliningrad region – the territory of the Kaliningrad region on which there is the special legal regime of implementation of economic, productive, investment and other activity. Government of theKaliningrad region www.gov39.ru Резидентами ОЭЗ применяется таможенная процедура Свободной таможенной зоны Residents of SEZ apply a customs procedure of the free customs zone Резидентам ОЭЗ предоставляются гарантии сохранения условий осуществления хозяйственной деятельности на весь срок реализации инвестиционного проекта SEZ residents are guaranteed the maintenance of conditions of economic activities for the whole term of realization of the investment project Резидентами ОЭЗ применяется особый порядок уплаты налога на прибыль организаций и налога на имущество организаций Residents of SEZ apply a particular procedure for payment of tax on the profit of organizations and tax on the assets of organizations Резиденты ОЭЗ SEZ Residents Резидент должен реализовать на территории ОЭЗ инвестиционный проект стоимостью не менее 150 млн. руб. The resident has to implement the investment project worth at least150 million rubles (about 2.952 million EURO) in the SEZ territory Ministry of Economy of the Kaliningrad region

Government of theKaliningrad region www.gov39.ru Но если мировая практика создания Особых экономических зон преследует цель формирования предпосылок интенсивного социально-экономического развития локальных территорий, то в отношении Калининградской области к этой задаче прибавляется и необходимость компенсации негативных факторов, связанных с ее удаленностью от остальной территории России. But if the world practice of creation of Special economic zones aimed at the formation of prerequisites of intensive socio-economic development of local areas, in respect of the Kaliningrad region to this task added the need to compensate negative factors connected with its remoteness from the rest of Russia Ministry of Economy of the Kaliningrad region

Government of theKaliningrad region www.gov39.ru Вот почему сегодня, власть и бизнес Калининградской области видят будущее нашего региона в сохранении уровня поддержки со стороны руководства Российской Федерации в рамках сохранения условий ОЭЗ и углублении интеграционных процессов с европейским экономическим сообществом, основанном на принципах транспарентности и развития производственных и торговых связей That is why today, government and business of the Kaliningrad region see the future of our region in maintaining of the level of support from the leaders of the Russian Federation within preservation of conditions of SEZ and deepening theintegration processes with the European economic community, based on the principles of transparency and development of production and trade connection Ministry of Economy of the Kaliningrad region
