Evolving network infrastructure, technologies, signaling protocols, and new threats have mandated revisions of some existing standards and work on new standards.

T1: Emergency Services and Security Standards Emergency Services Standards • T1.202 (1998), Guidelines for Network Management of the Public Switched Networks Under Disaster Conditions • T1M1; provides standard guidelines for inter-company network management interactions that may be required during disaster conditions • T1.211 (1989;R1996), National Security Emergency Preparedness – Telecommunications Service Priority • T1M1; provides specification, characteristics, and values of the NSEP code. • T1.628 (1995;R2000),Emergency Calling Service • T1S1; describes capabilities in the SS7 network - Routing, Bridging, and Transfer of Emergency Service Calls • J-STD-036 (2000),Enhanced Wireless 9-1-1 Phase II • T1P1; Joint standard with TIA; describes wireless 9-1-1; work continues on wireless E9-1-1.

T1: Emergency Services and Security Standards Priority Service Standards • T1.619 (1992;R1999), Multi-Level Precedence and Preemption (MLPP) • T1S1; originally drafted for ISDN calls; defines hierarchy for completing calls of high importance (e.g., national security) • T1P1; Priority Access Service for GSM; work continues on enhanced MLPP (eMLPP) within 3GPP to satisfy requirements.

T1: Emergency Services and Security Standards Protection Standards • T1.308(1990;R1996),Central Office Equipment – Electrostatic Discharge Immunity Requirements • T1E1; provides ESD criteria and test procedures • T1.313 (1991; R1997), Electrical Protection for Telecommunications Central Offices and Similar Type Facilities • T1E1; minimum electrical protection criteria to mitigate disruptive/damaging effects of lightening and power faults. • T1.320 (1994;R1999),Above-Baseline Electrical Protection for Designated Telecommunications Central Offices and Similar-Type Facilities Against High-Altitude Electromagnetic Pulse (HEMP) • T1E1; guide for designers in protecting from HEMPs resulting from nuclear detonation in the atmosphere.

T1: Emergency Services and Security Standards Protection Standards • T1.328(2001; to be published),Protection of Telecommunications Links from Physical Stress and Radiation Effects and Associated Requirements for DC Power Systems (A Baseline Standard) • T1E1; applies to optical fiber and metallic links • T1.331 (1999), Description of Above-Baseline Physical Threats to Telecommunications Links • T1E1; describes physical threats (e.g., vibration, liquid penetration, ice, wind, temperature, radiation) to copper and optical distribution links.

Q.813 • T1.261 (1998), Security for Q3 Messages • T1M1; security of the OS-NE interface; five security levels for authentication, access control, etc. • T1.268 (2000),TMN PKI • T1M1; various protocols supported for Q Interface (OS-NE) and X Interface (OS-OS); includes profile of IETF PKI (certificate extensions)

T1: Emergency Services and Security Standards Surveillance Standards • J-STD-025(1997),Lawfully Authorized Electronic Surveillance (LAES) • T1P1, T1S1; Joint standard with TIA; describes wireless and wireline requirements for call identifying information and call content delivery to law enforcement. • Work originally initiated as a result of U.S. Congress enactment of CALEA (Communications Assistance for Law Enforcement Act) in 1994. • Work continues on enhanced requirements for packet data surveillance (J-STD-025B) • T1.260 (1998),Interfaces between Service Provider Administrative System and Network Elements for LAES • T1M1; TMN and NE provisioning to provide call identifying information and call content

T1: Emergency Services and Security New T1 Project Management Initiative: Emergency Telecommunications Service in Next Generation Networks • T1A1’s WG on “Network Survivability Performance” (T1A1.2) is drafting a T1 Technical Report describing an overview of ETS in NGN (with input from T1M1 and other T1 TSCs). • Work is driven by report of U.S. President’s National Security Telecommunications Advisory Committee (NSTAC) - Convergence Task Force • Work will examine National Security and Emergency Preparedness (NS/EP) requirements for convergence of NGN and 3G mobile networks • TR will include ETS service, signaling, protocol, and OAM&P requirements and outline work to be done in T1 TSCs.

14. T1: Emergency Services and Security New Work Project: Emergency Telecommunication Service OAM&P • Priority services are required to ensure efficient and effective communications to support recovery operations from national disasters such as hurricanes, floods, earthquakes, and terrorist attacks. • T1M1 has initiated work on Operations, Administration, Management , and Provisioning aspects of Emergency Telecommunication Service (ETS) • Work will examine the telecommunication resources which provide critical support for NS/EP capabilities in the United States • This project is expected to develop comprehensive OAM&P American National Standards to support NS/EP requirements

T1: Emergency Services and Security Emergency Telecommunication Service OAM&P- (2) • Work items will include: • Examination and enhancement of ITU-T Recommendations E.106, Description of an International Emergency Preference Scheme (IEPS) and F.706, International Emergency Multimedia Service (IEMS) in Study Group 4 • Revisions of American National Standard T1.202, Guidelines for Network Management of the Public Switched Networks Under Disaster Conditions, considering changes to the evolving infrastructure of next generation networks and the applicability and changes needed for effective management controls of resources needed to support ETS • Revisions of American National Standard T1.211, National Security Emergency Preparedness – Telecommunications Service Priority

16. T1: Emergency Services and Security Continued Committee T1 Liaisons and Collaborations • Committee T1 has enjoyed great success in its interactions with other SDOs and with public sector agencies. • T1 has provided input to government agencies on telecommunication standardization issues and has responded to government requests for standards development. T1 has fostered coordination of national and global standards by partnering with other SDOs, sharing technical information/expertise, and developing joint standards. • Examples of current and future collaborations include: • Standards Development Organizations (SDOs) • through the Global Standards Collaboration (GSC), 3GPP, ITU participation, 3GPP and joint standards projects • U.S. Federal Communications Commission (FCC) • Law Enforcement Agencies (e.g., FBI) • Government Advisory Committees and Task Forces (e.g. NSTAC) • This effort is expected to continue and evolve with respect to Emergency Services and Security.
