  6. Our Circuit Review Design principles • Doing less, but doing it better • Freeing up our resources so they can focus on mission opportunities • Re-group for mission – not maintain a managed decline

  7. CLUSTER FOR MISSION • Change of local structure to create: - • Stronger localised ‘Church’ with increased quality in • WORSHIP • COMMUNITY INVOLVEMENT • MISSION ACTIVITIES TO CREATE DISCIPLES • Through greater use of individual gifts used in a team approach

CLUSTER FOR MISSION - BENEFITS • Supportive team of churches • Shared Resources e.g. people, gifts, buildings • Shared Officer Role • Able to react to local needs in terms of mission – out reach • Shared services planned • Build local ecumenical links if appropriate • Greater use of individual gifts e.g. pastoral care, Worship Leaders • Shared service styles to meet congregational needs • NOT AN ADMINISTRATIVE SECTION – IT’S ABOUT FELLOWSHIP AND MISSION

Each Cluster will have one Minister - (the number of Clusters for each minister will depend on how many Clusters are formed) We plan to maintain our current number of 5.2 Ministers for the next 5 years to retain the resources needed for mission. Any additional resources for mission and outreach will be funded from the Circuit’s Reserves. This will be subject to a review in June 2013. If there is insufficient increase in membership and/or income the stationing options for 2014 will need to be reconsidered. A Leading Lay Person will be identified within each Cluster to work alongside the Minister. This is envisaged to be a voluntary role (“golden-agers” would be a good example). Each Cluster will have a strong leadership team to include as a minimum: a Minister, a Leading Lay Person and a Mission Leader. How the Review guides us in designing the ministerial team

  10. The Circuit Meeting on 20th June 2013 reviewed point number two and agreed to maintain 4.8 ministers but also appoint a Circuit Support Manager (20 hours per week). Two ministers will therefore need to be appointed for September 2014 Three key themes from the review need to be addressed as we consider the future appointment of ministers A Focus on mission Team ministry The effective use of Lay Leadership

  11. What have we considered Environmental & Ecumenical Changes Eg. Telford Town centre Emerging Cluster Missions & Relationships • Circuit Review Principles • Mission • Team • Lay empowerment • Constraints • LEP/URC Pastorate • Probationer Ministerial Team Strategy 2014 • Ministerial Teams based on Clusters • Wider range of ministries in each Cluster (Presbyter, Deacon, Lay, Mission) • Building on the Cluster missions and relationships that are already taking shape • Even stronger presence and ecumenical engagement and planning for central and southern Telford

The appointment of one Presbyter and one Deacon in 2014 The diaconal order mission statement states “A mission focused, pioneering religious community committed to enabling outreach, evangelism and service in God's world” Fits well with the Circuit Policy which resulted from the review Team ministry within the emerging clusters Working together and the sharing of gifts and grace are vital for our future work. Small teams in each cluster could consist of any combination of A presbyter A deacon A supernumerary minister A paid lay worker A volunteer lay worker The recruitment and training of lay workers Paid workers as the budget allows Paid workers as deemed vital for mission and paid for from the mission fund Cluster Volunteer lay workers as envisaged in the Circuit Review In the light of this the Circuit Leadership Team is recommending

  13. September 2014 staffing arrangements • Staffing arrangements for September 2014 needed to be focussed in the Circuit Vision and Policy (resulting from the Circuit Review) and based around the emerging ‘Clusters for Mission’.

  14. There are some factors which in the short and medium term cannot be altered. • Probationer Minister • This appointment has been approved by the Connexion and cannot be changed until Gabriele is ordained (expected in 2015). Bridgnorth, Much Wenlock and Broseley come under the Pastoral Charge of Gabriele.

  15. 2.URC Appointment • James’ appointment has been agreed as 20% Area Minister for the URC; • 60% for Newport and Oakengates; 20% Telford Methodist Circuit. • The only flexibility is within the Circuit 20% but we suggest that this continues to include Tibberton, Edgmond and Donnington in partnership with Denice.

The two clusters which include the URC appointment are • Northern Area Clusters: Newport (James); Tibberton and Edgmond (James & Denice) • North Eastern Telford Cluster: Oakengates James; Donnington (James and Denice); St Georges (Denice and ministerial cover for communions) We see this as an effective team ministry which we would want to emulate in other clusters of the circuit

  17. In other areas of the Circuit there is more flexibility. • To develop the emerging Mission focus of the circuit we recommend the appointment of a deacon. Deacons can take on a variety of roles but generally have a more mission/pastoral focus. They often take on the role of a pioneer minister.

  18. The Central Area Wellington, Horsehay, The Rock, Ketley, Dawley and Christ the King • Already the Wellington, Horsehay cluster are developing a mission focus around the developing Lawley estate • This extended area would operate as a team ministry • A presbyter • A Deacon • Supernumerary minister/lay worker (not budgeted for at the moment)

  19. As well as mission around the areas of each church, the Lawley mission would be a vital part of the work. • As the team settled we would hope that this area would look to the South and East to developing mission in the Randlay, Stirchley, Brookside areas • The Central Telford Ecumenical Partnership operates over part of this area and we feel that it is vital that these ecumenical links are developed and that ministry in this area is seen ecumenically.

  20. We anticipate that the newly emerging Telford Town Centre will become a very important hub. We want to explore with the ecumenical partners the best way of responding to this including our existing presence through Christ the King and Meeting Point House. Conversations are already taking place with Andy Smith and the CTEP. • The possibility of team ministry is exciting but would demand a complete rethink of traditional ministerial roles. The Circuit Leadership will work with the Churches and Clusters in working this through.

  21. The Northern Telford Cluster • Admaston, Leegomery and Hadley, are developing as a cluster. At the moment Rodington and Marsh Green are not part of this but closer working is possible. • The appointment of a 0.5 presbyter to cover this area with supernumerary/lay worker help

  22. Shifnal/ Albrighton • Whilst not officially a cluster these two churches having been meeting as part of the southern group of churches and the plan is to develop further links with each other. • It would seem appropriate the ministry should be shared and a 0.5 presbyter together with lay worker/ supernumerary support is envisaged. • A full time presbyter could share this and the Northern Telford Cluster

  23. September 2013 • Unexpectedly Mark Sherman will be leaving before the beginning of September. Arrangements have been made to cover his section of churches. These have been made in the light of the September 2014 proposals.

  24. September 2013 • Graham to have pastoral charge of Horsehay to help encourage Clustering for Mission. Ann Shephard will offer support at Marsh Green and Roddington. • Revd. Dr Phillip Rees will have pastoral charge of Shifnal and Albrighton with some pastoral support from Denice Morgan. • Revd. David Jones will have pastoral charge of The Rock. • Revd. Derrick Lander will have pastoral charge of Dawley Christian Centre.
