EU ADAPTATION WHITE PAPER How the guidance fits into adaptation policy PILLAR I Strengthen the Knowledge/ Evidence Base PILLAR II Mainstream climate Adaptation into key policy areas PILLAR III Employ a combination of policy instruments PILLAR IV Advance work internationally on Adaptation ↓↓↓ Key areas: Water, Coastal & Marine, Biodiversity, Ecosystems, Agriculture, Health, Transport, Energy etc. Increased resilience to adapt to the effects of climate change is needed at least in these key areas ↓↓↓ Policy measures to mainstream climate change adaptation and water sector: WFD, Floods D, Commission Communication on WS & D ↓↓↓ 1 of the 32 WP Actions for EU and Member States: Develop guidelines and a set of tools (guidance and exchange of best practices) by the end of 2009 to ensure that the River Basin Management Plans (RBMP) are climate-proofed

Follow-up • Comments to this draft by 14 October – please use the same template as before, except point 2., as in this late phase only concrete textual suggestions will be taken into consideration! • Length of the document could be reduced • A draft executive summary will be prepared soon and distributed for written comments next week (~ 14 October) – however it will NOT contain new information • Final draft of the document before the SCG meeting together (~ 26 October) • Endorsement of the guidance by Water Directors in November 2009

  11. General comments to discuss Feedback is positive Main aim of the discussion: find out existing gaps of the guidance and fill them Should long term actions be emphasised more? If yes, how? According to the current text of the guidance, no significant impacts of CC are expected until 2027. However, early action is needed to anticipate the effects already occurring. As implementing WFD is in almost all cases directly leading to more resilience, correct implementation is kind of early action. During the 2nd and 3rd RBMP cycle emphasis should be put on no-regret measures, capacity building and increase of knowledge base (monitoring). Vulnerable sectors/areas need special attention. Adaptation White Paper: “In view of the projected impact, particularly on key EU policy sectors, early action on adaptation is essential.” “Priority should be given to adaptation measures that would generate net social and/or economic benefits irrespective of uncertainty in future forecasts (no-regret measures).”
