  4. THE INCIDENT • The ship sank on 09/09/09, 17:40hrs • 5 km from Paradeep port • 26 crew members rescued except the chief engineer

  6. THE SHIP CONTAINED • Iron ore : 23847 ton • Furnace oil : 924 ton • Diesel oil : 48 ton • Lubricating oil : Unknown

  7. PROPERTY OF DIESEL • Kinematic viscosity : 2.0-5.0 cSt, at 40deg • Flash point : 66 deg Celsius (Pensky) • Density : 820-860 kg per cum, at 40 deg • PAH : 11% by mass (max)

  8. PROPERTY OF FURNACE OIL • Kinematic viscosity : 370 cSt, at 50deg • Flash point : 66deg (Pensky) • Density : 990 kg per cum, at 15deg • Sulphur : 4.5%

  9. PROPERTY OF LUBRICANTS • Kinematic viscosity : 105-191 cSt at 40deg • Flash point 220-230 deg

  10. ENVIRONMENTAL IMPACT • Destroys the marine ecology • On reaching shore contaminates the soil • Damages shoreline vegetation • Affects mangrove forest • Threatens fishery and marine wildlife

SPCB’s INITIAL RESPONSE • 10th September : Got the message from ICG about sinking of ship • 10th September : Board directed PPT to take appropriate measure to prevent spill • 14th September : No spill observed • 14th September : Coordinated with PPT and ICG • 22nd September : Spilled oil observed on shore • 22nd September : MoEF, MoD, MoS and CPCB sensitised

  23. ACTION TAKEN BY PPT • Cleaned up the shore by scrapping • Deployed booms to contain the oil spill • Engaged agency to plug the leakage points with wooden plugs till oil is evacuated • Engaged agency to evacuate stored oil on board

POTENTIAL RISK • Oil slick reaching shore during land-ward wind • Sea-ward moving slick may endanger movement of olive ridley turtles • Bhitarkanika and Gahirmatha may be affected in case of larger spill • Contamination of creek water • Larger spill may occur during evacuation, if adequate precaution is not taken • Large scale fish kill

  32. ACTION IMPLEMENTED • Pipelines were plugged by divers • The furnace oil and diesel oil extracted with steam injection • The storage tanks were cleaned with diesel oil • Collected oil sold to authorised waste oil reprocessors • Shore has been cleaned
