Standards Issues • IEEE 802.22 has been working on this for five years • The PAR covers only the outdoor, long-range (WRAN) devices • Membership has been dwindling • ExCom could consider these factors versus the importance of the TVWS standards effort • IEEE 802.11 will almost certainly begin a TVWS SG • With the 11y mechanisms it is better prepared to cover the full range of TVWS requirements • Record of success and large active membership pool a plus • IEEE 802.16h wants a piece of this pie Rich Kennedy, Research In Motion

Regulatory Issues • IEEE 802.19 SG focusing on US only • The FCC database specification is still undecided • Ofcom plan for Digital Dividend must be folded in if this is to be an international standard • A survey of other regulatory domains should be considered • FCC Part 15 use by 802.11 represents an extremely successful sharing of spectrum; TVWS is Part 15.700 • Regulatory intervention must be minimized • Enforcement resources will not be increased • Interference mitigation mechanism(s) are required • They don’t want to duplicate the problems encountered with… • Wireless microphones in the TV band Rich Kennedy, Research In Motion

  6. Recommendations • Provide the EC with a summary of the other considerations outlined here, and any additional items that result from the discussion • The goal for development of a standard should be to enable the best social and commercial use of the band Rich Kennedy, Research In Motion
