Context and Aims • First results of my thesis (Ph.D., urban studies) • Aim: To understand the evolution of the controversies surrounding the construction of nuclear energy infrastructure (case study: Gentilly-2) • Two nuclear waste storage projects at Gentilly-2 in the last decade (1994 & 2004) • Same place, same type of infrastructure • A good opportunity to look at the evolution of controversies 36th Annual Meeting of the Urban Affairs Association

  5. Pattern of Evolution in the Last Decade(based on the literature review) 1. More stakeholders from outside the directly affected area 2. Higher importance attached to perceptions of the different stakeholders 3. Higher importance attached to “traditional knowledge" 4. A greater capacity to mobilize expertise 5.   6. 1994: 42 stakeholders 9 partisans, 25 opponents, 8 neutrals 2004: 61 stakeholders 45 partisans, 15 opponents, 1 neutral 7 interviews Controversies’ evolution Methodology • The following results are based on a documentary analysis of all the documents presented by stakeholders during the public consultation for the nuclear waste storage projects in 1994 and 2004 . 36th Annual Meeting of the Urban Affairs Association

  7. Pattern of Evolution in the Last Decade(based on our results) 1. Major changes in the geographic origin of the opponents and the partisans 2. Higher attention paid to the speeches of different stakeholders 3. Reduction in the importance attached to «traditional knowledge» 4. A greater capacity to mobilize expertise 5. An increase in the number of stakeholders in the planning process 6. A radicalization of controversies 7. A reorganization of the opponents’ networks 8. A more varied argumentation 9. Conclusion • Our results call into question certain aspects raised by the literature review: • Importance of traditional and technical knowledge • Radicalization of the controversies in general • Evolution in the geographic origin of partisans and opponents • Our results showed new aspects in the evolution of controversies surrounding nuclear infrastructure: • A reorganization of the opponents’ networks • Importance of environmental argument • Attention paid to the speeches of different stakeholders (opponents adapt their speech based on the argument of partisans and vice versa). 36th Annual Meeting of the Urban Affairs Association
