Benefits Priorities • Key Factors • Age groupings depict obvious emphasis on concerns; e.g. 65+ vs. other age bands • Larger dependencies on Lucent than expected • Need to define/articulate engagement strategy directly with Lucent/ Alcatel – clarity, choice, cost containment • 95% of respondents want LRO to directly engage L/A on options • 90% expect LRO to act on Federal Legislative remediation • 53% of respondents expect (agree or strongly agree) that Lucent will eliminate all benefits while 55% of same universe spend at of more than $300/month on premiums

Key Survey Issues – Benefits related • Political Activism and Advocacy Mobilization • 92% view NLRN as one effective means for LRO to foster change/results • 80% favor (as well) direct grassroots activism • Both PAC and AARP options seen to be less important in comparison ( 48%/51% respectively) • Q-24: In two areas 96% of respondents believe that accountability requires either media or regulatory pressure to achieve positive results from L/A
Benefit Team Report • Survey Results Q-35: • Identify clear expectations and interest in priorities, actions and direction for specific deliverables tied to Benefit and Pension related issues • Pensions trump benefits because ( but) Benefits are the main consumer of $'s. Necessary +/- Sufficient • MEMBERSHIP must be grown and activated or engaged more explicitly to add credibility, deliver value and fund resources/advocacy and, potentially litigation • Drive selective options for coverage specific to banded needs for services of retirees/ their dependants • Legislative and Regulatory Initiatives both FED and State a key priority thru lobbing and grass roots policy initiatives • Address / resolve effective means to address Lucent's role/responsiveness • Cost containment is understood with or without L/A but many suggestions seem to be unrealistic • Expectations include LRO delivering more explicit staff and/or access to “benefit services and advice” • Positive and Extensive offers to “volunteer” from respondents
