LCE Suggested Change “Abandoned” Current Definition Abandoned: Property surrendered by a Federal agency after a written determination that the property has no commercial value, or the estimated cost of its continued care and handling would exceed the estimated proceeds from its sale. An item has no commercial value when it has neither utility or monetary value (either as useable property or as scrap). Proposed Definition(new): Removed from inventory or Surrendered due to life threatening necessity or uncontrollable circumstances. Is this “Combat Loss” previously suggested as an LCE
  5. LCE Suggested Change “Expended-Normal Use” Current Definition Expended-Normal Use: Such as in the firing of a missile during combat or consumed during a manufacturing process. Proposed Definition Expended-Normal Use: Such as in the firing of a missile during combat. New Suggestion: Such as the firing of a missile during military operations or depletion of energy from a non-rechargeable source.
  6. LCE suggested change- “Leased” Current Definition: Property that is granted to a lessee for a period of time in exchange for rent or other consideration. Proposed Definition: Property that the U.S. Government granted to a lessee for a period of time in exchange for rent or other consideration. New Suggestion: Materiel that the U.S. Government granted to a lessee for a period of time in exchange for rent or other consideration.

LCE Suggested Change- “Retired” Current Definition: Withdrawn from normal service: taken out of use, Includes decommissioned, stricken, sunken, transferred to AMARC/DRMS, etc.; excludes temporary idling of the item. Proposed Definition: Withdrawn from normal service: taken out of use. Includes decommissioned, retired from service, etc.; excludes temporary idling of the item. Following up with Navy and Air Force to understand process of sending items to “Ghost Fleet” or “Bone Yard” Definition may again be adjusted based on feedback.
  8. LCE- “Scrapped” Current Definition: Waste material that will be reused or reprocessed. This is actually the definition of “Scrap” not “Scrapped” Proposed Definition(New): Process of altering equipment and material to prevent further use and to sell for its material content and intrinsic value.
  9. Add LCE- “Demilitarized/Demanufactured” Proposed Definition: Includes mutilation, dumping at sea, scrapping, melting, burning, or alteration designed to prevent the further use of this equipment and material for its originally intended military or lethal purpose . Proposed Definition(reworded): Alteration designed to prevent the further use of this equipment and material for its originally intended military or lethal purpose. Includes mutilation, dumping at sea, shredding, melting, burning, etc.
  10. Appropriate LCE? “Precious Metals Reclamation” Not needed, part of Scrapping Waiting to hear back from Disposition Services on proper LCE to capture “Precious Metals Reclamation” possible modification to Scrapped LCE.
  11. Life Cycle Event Codes New Code needed for Demil/Dman Update Definitions Add the LCEs to the IRS This will force the review for possible consolidation of codes to match current supply business practices

Suggest removal and addition of statement that “If the need to use “batch within the lot” or “lot within the Part Number” is necessary to establish item uniqueness, a complete UII Identifier should be used and the additional needed data should concatenated with the serial/sequence number and loaded to the Pedigree Serial Number on the Registry. “
