  1. I-394 MnPASS : Phase I Results and Phase II Planning Study Optimizing Corridor Performance By Jim Kranig, P.E. Minnesota Department of Transportation

  2. Presentation Outline • Project goals and innovations • Performance update • Evaluation results • Phase II study elements • Next steps

  3. I-394 Corridor, Minneapolis-St. Paul Metropolitan Area

  4. I-394 MnPASS Project Goals • Improve I-394 efficiency • Maintain free flow speeds for transit and carpoolers • Use excess revenues to improve highway and transit in corridor • Employ new technologies for pricing and enforcement

  5. I-394 MnPASS HOT Lane Innovations • Public-Private Partnership for HOT lanes • Tolling on lanes directly adjacent to non-barrier separated lanes with multiple access points…, allows all communities to benefit • Full dynamic pricing on multiple consecutive roadway segments • Technology applications assist in enforcement, read/write transponders and enforcement readers

  6. Weekly Tolled Trips on I-394 MnPASS Lanes

  7. I-394 Weekly MnPASS Revenue

  8. Average Toll Price Charged Per Week

  9. MnPASS User Satisfaction • 95% satisfaction with all electronic tolling • 85% satisfaction with traffic speed in lane • 65% satisfaction with dynamic pricing • 65% satisfaction safety of merging

  10. Safety: Crashes On I-394 2003-2006

  11. Volume/Throughput/Speeds • I-394 HOV lanes peak hour volumes increased 9% to 33% with MnPASS • Total I-394 peak hour roadway volumes increased by up to 5% with MnPASS • 95% of time speeds above 50 mph • Travel speeds in the general purpose lanes increased by 2 to 15 percent

  12. MnPASS Acceptance by Income What do you think of allowing single drivers to use the carpool lanes by paying a toll?

  13. MnPASS Phase II: Purpose • Phase II is extension of original vision • Modify MnPASS to • Provide new choices for commuters • Make system work better • Better coordinate facility design, transit advantages and land use integration

  14. I-394 MnPASS Phase II Plan Study Elements • Facility Concept and Preliminary Design (SRF)- Completed • Transit Advantages (URS) – in process • Land-use and Urban Design (CCL)- in process • Outreach and Education (HHHI)- in process

  15. Facility Design Project Scope • Traffic Operations Analysis • Concept Alternatives • Transit & Carpool Access • Concept of Operations & Enforcement Plans • Recommendations & Implementation Steps

  16. Alternative Analysis Summary • Reversible Section • Moveable barrier system • Permanent barrier • Localized geometric improvements • TH 100 Interchange • I-394/I-94 EB • I-394/I-94 WB • 3rd Avenue Collector/Distributor • Dunwoody Avenue • I-394/I-494

  17. Reversible Section - Ultimate 1 (Moveable barrier) • Insert picture of moveable barrier

  18. Reversible Section – Permanent Barrier • Insert Fig. 6-10

  19. Land Use and Urban Design • Project Scope (Center for Changing Landscapes) • Document corridor conditions • Transit stop analysis and design improvements • Recommendations for locating transit stops/stations

  20. Transit Advantages Scope • Project Scope (URS) • Evaluation of transit service on I-394 • Develop transit needs assessment • Analysis of Stations • Develop transit master plan for corridor

  21. Outreach and Education • I-394 Phase II Committees (Hubert H. Humphrey Institute) • Community Design and Transit Corridor Advisory Committee • Transit and Land Use Committee

  22. Related Activities • Integrated Corridor Management Study • I-394 and two adjacent arterials make up the corridor for implementation of coordinated operational strategies • Congestion Management Planning Study • Identify and implement cost-effective congestion management strategies

  23. Next Steps • Continue with community meetings and integrate into results into comprehensive plans • Evaluate benefit/cost ratios of proposed improvements • Identify funding opportunities

  24. Summary • Project performance and public satisfaction are high • Ridership and revenue continue to grow • Achieved goal of improved corridor efficiency • Phase II study of I-394 MnPASS is in progress
