The System • Supplier and Contract Management System (SCMS) been procured by Leeds on behalf of the Y&H region • A regional web based solution fully funded by the Y&H CoE for a 5 year period • Available to all 22 Councils in the Y&H region (plus any other public service contracting body (e.g. Police, Fire etc)
Developments • SCMS is designed to replace any existing approved list databases that Councils in the region use • Existing data has been transferred (approved list data, contracts awarded etc) • System use is not mandatory, but it is hoped the benefits will be obvious

Supplier Management Features/Benefits • Suppliers can self register • Suppliers can maintain own profiles • PQQ, Approval process questionnaire management • Search, report and data export • Collaborative working reduces administration – speed up process
Tender Management Features/Benefits • Create a schedule of workflow tasks • Source firms by rotation, performance etc • Generate PQQs, tender documents, addenda letters etc (with 1 or all tenderers) • Accommodate paper and/or e-Tendering • Standardise and simplify tender procedures • Reduce time and costs
Contract Management Features/Benefits • Central register for awarded contracts • View key contract events (contract renewal dates etc.) • Complete document repository • Supplier performance reporting • Financial management and tracking (record stage payments, savings etc)
Benefits for Suppliers • it’s free!- (other than the normal ISP charges) • offers high levels of security • ease of use • flexibility • electronic communication • no special software / hardware required • Access to information (e.g. future tenders, awarded contracts) • Manage their own data
Benefits for Buyers • it’s free!- (for now!) • system enforces CPR compliance • flexible - decentralise the tendering • improves communication (transparent, open and aids dissemination) • reduces the costs associated with the tendering process • encourages collaborative working
