OEI Recovery Efforts • $40,546,000 for the State Energy Program • $9,593,500 for the Energy Efficiency & Conservation Block Grants Program • Energy Efficient Appliance Rebates Program • More than $19.4 billion in competitive energy funding can be sought
State Energy Program • Funding will be used to ramp up the BE Smart Iowa Program • Former DNR Energy Bank Program • Provides financing and technical assistance for building energy management • $19 million for buy-down of public sector projects
State Energy Program • $2 million for technology demonstration • Examples: • Rooftop solar systems • Solar thermal water heating • Small wind systems for off-grid locations
State Energy Program • $6 million in a revolving loan fund for non-profit entities
State Energy Program • $10 million in a revolving loan fund for agricultural, commercial, and industrial facilities
State Energy Program • $1 million for training • Collaboration with other state agencies receiving training funding
State Energy Program • All projects must use commercialized technology • Criteria will include: • Jobs created • Funds leveraged • Energy saved • How quickly a project can be started • OEI has submitted our initial application and is awaiting DOE’s approval
Energy Efficiency & Conservation Block Grants • Larger cities and counties will be funded directly through DOE • Smaller cities and counties will be able to apply through OEI • Funds may be used for audits, incentive programs, retrofitting, energy efficient traffic signals and street lighting, among others • OEI will submit our program application to DOE by May 26, 2009
Energy Efficiency & Conservation Block Grants • Example: Smart Traffic Systems • Provides “real-time feedback” to prevent drivers from sitting in traffic • Reduced fuel consumption • Reduced emissions
Energy Efficient Appliance Rebates • Guidance from DOE is yet to be released • Will likely focus on Energy Star products • Will require a 50% state match • OEI will work with all of Iowa’s utility organizations for the program’s best implementation once guidance is released
Competitive Opportunities • There is more than $19.4 billion in competitive energy opportunities • Guidance has been released for just under $2.5 billion of the programs • Both the public and private sectors will be able to compete for these opportunities • Opportunities include smart grid, transmission, and innovative technology, among others
