Documentary Requirements: • Department of Trade and Industry Business Name Registration, in case of individuals; • In case of corporations or partnerships, Securities and Exchange Commission Registration and Articles of Incorporation; • Mayors Permit for the past two (2) years; • Tax Identification Number; • BIR Registration for the last two (2) years; • SSS Membership of the employer and employees; • Audited Financial Statement and ITR for the last 2 years duly stamped/received by Bureau of Internal Revenue;

  5. List of Directors and Officers for the Current Year (Sole Proprietorship)/ General Information Sheet (Corporation); • National Bureau of Investigation Clearance of personnel/technicians; • Company policy and procedure for resolution of complaints; • Warranty of GPS supplier after installation, which shall not be less than one (1) year from installation;

  8. II. GPS TECHNICAL REQUIREMENTS

  9. Global Positioning System (GPS) specifications: Accuracy : at least 5m Back-up battery : included Communication GPRS (TCP) : SMS Configurable I/O’s : at least 4 Internal memory : at least 8MB Serial output : for interfacing with other devices

DURING OPERATION GPS providers should update the firmware of their devices to perform the following: 1. send GPRS data to the server via TCP on a pre-defined interval with the correct format 2. settings has the provision to be remotely configured via GSM/GPRS 3. handle GPS signal loss or erratic readings * if received data is erratic, last good known coordinates will Be sent 4. handle GSM signal loss * in the absence of gsm signal, all data will be stored and will be sent once gsm signal is again detected.

  12. GPS Registration Procedures 1. PUB operator’s shall procure the device (GPS) from the accredited provider only; 2. The device (GPS) together with LTO OR/CR of the vehicle (where the device will be installed) shall be brought to LTFRB for registration in the system; 3. LTFRB will verify if the unit is authorized before the registration; 4. Vehicle Information Encoding The bus operators shall register their GPS devices at the LTFRB. A software application will be provided to the LTFRB to enroll each device with the corresponding details of the bus where it will be installed. 5. SMS Validation The software application will send queries to the device via SMS and the device should reply correspondingly. One option would be send AT commands to the device since these are generic to all GSM modules. Another option would be to inquire on the unique ID assigned using a defined command to verify if the ID inputted on the device is correct. This would also validate if the sim card number encoded is correct.

  13. GPS Testing The device will now be installed on the bus and will go on a test run. The data sending capability of the device will be checked. Also, on board the bus is a reference GPS device that has been approved by LTFRB. Both devices will send data to the server and these will be plotted and compared to check the accuracy of the device under test.

  14. Passenger Participation The accredited provider/supplier shall likewise include as part of the device, the so-called On Screen Display (OSD) through LED so as to reflect the actual speed of the bus during the operations and other important details as the case may be.
