  4. GRADING • DEGREES OF SIGNIFICANCE • GRADES I, II and III • “EXCEPTIONAL QUALITIES” “SPECIAL QUALITIES” “WORTHY OF CONSERVATION”

  5. CHALLENGES • CONTESTATION • OWNERSHIP • MANAGEMENT & CAPACITY IMPORTANT: The sum of our heritage resources is the national estate, which belongs to the people of South Africa. Heritage Authorities are only its custodians.

  6. SYSTEM OF GRADING • SURVEYS - BY TYPE • CRITERIA IN ADDITION TO SECTION 3 (3) OF THE NHRA: • - RECONCILIATION -NATION BUILDING - IDENTITY - CELEBRATION - FAIRNESS - BALANCE - REPRESENTIVITY

RECOMMENDATIONS • MINMEC NOTES THE CONTENT OF THIS PRESENTATION; • MECS ESTABLISH PHRAs BY 31 MARCH 2002; • FAILING WHICH, THE MINISTER EXTENDS REGULATION 10 OF NUMBER 6770; • IN THE INTERIM, THE MECS EXPEDITE THE ESTBLISHMENT OF PHRAs; AND • THE SAHRA STREGNTHENS THE RELATIONSHIP WITH THE VARIOUS PROVINCIAL DEPARTMENTS OF ARTS, CULTURE AND HERITAGE TO FACILITATE EFFECTIVE HERITAGE RESOURCES MANAGEMENT.
