Labour market policies and social activities fall under government and municipal responsibilities respectively. The shift towards mainstreaming disabled individuals into the workforce highlights the importance of inclusive policies. Oversight of labour policies lies with Parliament, while rule implementation is under the Minister and NAV.

  1. The right to work-a governmental responsibility The government is obliged to establish structures so that every able person can earn his living by his work. UN declaration on Human Rights art. 23. ” The right to work”

  2. In our society work is regarded as a normal and important part of life. • Many studies states that the work- place is the most important social arena for normal people.

  3. Rehabilitation • Work as the first choice

  4. Four main alternatives • Assessment • Lasting adapted work • Job preparatory training • Supported employment • + Labour Marked companies3(2) phases.

  5. Labour market policy is a government responsibility. Social activities is a municipal responsibility

  6. A job ought to be the primary goal for all able adults.

  7. In 1991 a new reform transferred the responsibility for mentally challenged personnel from the county- level to the municipal- level. This was a result of a politically desired development where disabled should, to the largest extend be integrated into the community.This is what is referred to as mainstreaming..

  8. The labour policy is owned by the Parliament. • The rules, based on the law is owned by the Government. i.e. the Minister. • The responsibility for implementation and detailed rules are responsibility of NAV.
