LTR, SmartNet, EDACS, Starex TRS • 1994 : the FirstPublic Safety TRS service was launched using 800MHz EDACS (SMPA) • 1994 : Service start the first commercial land mobile TRS by KHTC (LTR-Americom) • 1995 ~ : Start to Build Private TRS Systems • POSCO (SmartNet), KEPCO (EDACS), TBS (MPT1327), ….AirForce (MPT1327), KTX (ASTRO)… • 1996 : License granted for Nation wide and Regional Commercial Digital TRS Services • ISSUE : Freq. Efficiency (TDMA vs FDMA vs FHMA) • Discontinued FHMA technology : Single Vendor Problem • 2001 : Start to Build 800MHz band TETRA network for 4 Metropolitan Cities • ISSUE : 800MHz vs 380MHz A review of TETRA in South Korea

  4. NEMA Project • Sep. 2001 : MIC Report to Unify Public Agency Radio freq. using TETRA for the purpose of Improving Disaster Management and Freq. Efficiency(A Study to Improve the Dispatch Radio Network using Government Agencies : Sep. 2001,KORA 2000-3) • ISSUE : Dispatch communication Problem at Large Disaster Field (Crumble of Sampoong Dep’t , Flood of Paju, Explosion of Daegu Subway etc… • Sep. 2002 : BAI (Board of Audit and Inspection of Korea) became an issue on existing separated dispatch radio network occupied by various public agencies • Oct. 2003 : MIC Select TETRA for Nation-wide Unified Dispatch Radio Network • ISSUE : IDEN vs TETRA – Effective Budget vs Public Safety Requirements • Dec. 2003 : Fixed Master Plan of Unified Dispatch Radio Network (UDRN) using TETRA - Office for Government Policy Coordination A review of TETRA in South Korea

NEMA Project (continue) • Jun. 2004 : Officially start NEMA organization and tasks • Performing the UDRN Project • ISSUE : • Use existing KNP Network – expanding Nation Wide • More then 1,400 Gov. Org. and Public Authority • 200,000 or more Radio subscribers will use same network • Limited Due date – all system have to established end of 2007 • No Existing System - Complex Org., Huge Network etc…. • No Body want to depend on Single Vender Solution • Everybody want to “enjoy” Full Featured TETRA function – automatic roaming, handover, data access, encryption, Telephone Call… • Aug. 2004 : TTA (PG105) start TETRA Standardization – finished Mar. 2005 • Choose ETSI TETRA Standard (Original English ver.) • To be National Standard ???   9. Why TETRA… • OPEN STANDARD • Well proven technology from multi Venders and various Sites • Never stop to Improve (Market and Technology) • Phase 1.. Phase 2…. and MESA • Circuit Switching … IP Network … VoIP… IPv6… • Not depend on Vender’s intention or situation (FHMA, EDACS…) • Lots of private company has an interest • Backbone Network ??? • Customer can Select the Products which they prefer • Open Competition – reduce cost, good service, UptoDated Technology … • Meet to Public Safety Dispatch Radio requirements • Call Access time, Authentication and Security, DMO…. What’s problem … • No Common Signalling between different vender System • 3CP ISI is not a solution of UDRN ISI • Need Complete and full featured Inter System Operation • Auto Roaming, E2E encryption, Regrouping, Wide Area Group Call, Min. time delay between System … • No Large scale System is operated like the NEMA project • Need BPR and setup new SOP : Co-work between Agency in a Disaster situation • Physical system is a means of communication • Each User group who will join UDRN has • different eye level • wants different requirement (coverage, Radio terminal features, Budget….) • Limited Expert and Experience • Many Eyes and Complaint Maker A review of TETRA in South Korea

Key of Success • KEY approaching Mind • NEMA UDRN will be a good Bench Mark field of TETRA for world wide market • NEMA UDRN can not be a TEST field • No more to hide PROBLEM • Governmental Project – not Private or Agency level • NEMA project is a Touchstone of Private company Business Territory • Need same Knowledge, Terminology and same Eye level • “POSSIBLE” is not equal to “Actually and Reasonably operate” • Need Transparency and based on existing Fact • Need good Understanding about Terminology, Budget Analysis, Compromising A review of TETRA in South Korea
