National Transit Metropolis • Promoting the pilot program of The National Transit Metropolis • Initiating action plan of the national transit metropolis, 30 pilot cities by 2015. • Field surveys in typical candidate cities such as Harbin, Chengdu • Monitoring the process by developing the tools of China Urban Transport Database (CUTD)

Urban Passenger Transport Standardization • Preparation for establishing The National Committee for Urban Passenger Transport Standards (NCUPTS) , supervised by the State Commission for National Standards and MOT. • Established expert committee, 50 members from bus enterprises, rail operation enterprises, taxi enterprises, urban transport research institutes, and transport authorities. • Draft five year working plan of Urban Passenger Transport Standardization, particularly in safety and service quality of public transport, bus energy efficiency
