Background • The State Performance Plan (SPP) was established in 2005-06 as a six year plan for Special Education as per IDEA 04. • Baseline performance /rigorous goals • Included broad stakeholder input • Incorporated, as much as possible, the prior Utah Agenda • Includes twenty indicators/targets • Performance • Compliance

  3. Annual Performance Report (APR) • States must report annually to the Secretary on the performance of the State under the SPP • Describes progress on the SPP • Must be publicly disseminated • Foundation for data-based decision making • Improvement activities • Professional development

  4. Activities • Designed to meet targets • Revised annually • Data collected/reviewed/analyzed • Activities reviewed • Retained • Revised • Timeline revised • New activity added
