HIV and AIDS in Lesotho Total Population: 1.8 million HIV Adult Prevalence Rate: 23.2% Sub-populations: over 40 % of 30-34 yr. old males &females 50 deaths per day 62 new infections per day 3rd highest prevalence in world
Mainstreaming: GDC Field Work DED Staff: Meet with GTZ HIV&AIDS Advisor to review work for mainstreaming opportunities and technical advice in field Example: Council Proposal for Skill Training Centre National Work GTZ Staff: GTZ HIV&AIDS Advisor reviews programmes and, with partners, implements mainstreaming activities Example: Land Use Planning & Distribution Training Collaboration between DED HIV&AIDS Coordinator (living in RSA) and GTZ HIV&AIDS Advisor (living in Lesotho) supported by DED and GTZ staff Pretoria and Lesotho

Making the ‘Gateway’ Work 2005 - 2006: 128 Councils receive HIV&AIDS Competency Training (DED>Z) June 2006:Mainstreaming & Competency Training in South for Council partners (DED>Z) 2006-2007: HIV&AIDS Service Provider Guides produced (DED>Z) 02-2007: NAC releases ‘3-Ones’ and Coordination Framework based on ‘Gateway’ 09-2007: Essential HIV&AIDS Services Package initiated (GTZ&DED)
Key Outcomes • Stronger Local Government structures • Stronger Council partners such as Chiefs, Civil Servants and local service providers • Positive Impact on HIV and AIDS situation • External Mainstreaming becomes more practical and is introduced at key phases including: planning phase & budgeting phase • Collaborations between GTZ, DED and District-level staff of organisations such as NAC • Joint Management Team meetings, M&E • DED and GTZ staff communicate regularly
Future Opportunities for Collaboration • DED – GTZ Work Place Policy • Additional DED HIV & AIDS Staff • Clear cost-sharing strategies • Legal establishment of District, Council AIDS Committees through MoLGC 2006 Operational through NAC 2008 • Responding to need for Councilors to have information on Partners and Service Providers • Council communication with constituencies • Demonstration of value-added to partner organisations – not merely bureaucratic hurdles Mainstreaming of other initiatives
