Educational Indicators at a glance: GER: Primary : 103 GER: Upper Primary: 99.47 NER: Primary: 82.63 NER Upper Primary: 72.31 Transition Rate (V to VI): 103 The GER is more than 100 % due to enrolment of children from neighboring states i.e. Haryana & Punjab. The NER is less than 100% as over age and under age children enrolled in primary and upper primary classes. 10

    11. Achievements made by SSA for improving access: Construction of 20 new school buildings were sanctioned till 2010-11. (It includes 6 new school buildings sanctioned during 2010-11) out of which 10 school buildings have been completed and 10 are in progress. Construction of 290 new additional classrooms in existing school buildings were sanctioned out of which 167 classrooms have been completed and 123 are in progress. Construction of all 12 toilet blocks have been completed. Construction of 20 CRC Activity Rooms, 12 CRC Activity Rooms have been completed and 8 are in progress. 11

    14. Achievements made by SSA for improving quality of education: 887 teachers and 10 Headmasters have been appointed to bring the pupil teacher ratio to 40:1 in Govt. School till 2010-11. 100% children have been provided Free text books upto class 8th of all Govt. Schools. 103% teachers at primary level and 58% teachers at upper primary level have been imparted in-service training against the target. 96% TGT teachers were imparted induction training against the target. Print rich environment created in 13 govt. schools at primary level for making learning a joyful experience. 14

Achievements made by SSA for improving quality of education: (contd…) 15 days training was imparted to all Cluster level Resource persons on quality improvement in schools. 4 days In-Service training was imparted to 10 Principals / Heads on leadership programme by i-Discovery Education Pvt. Ltd. Training modules have been prepared for teachers by State Institute of Education, Chd. Training modules for heads of schools have been prepared and given to all heads of schools. Training modules in the subject of Hindi & Punjabi for upper primary classes have been prepared and given to all schools. 15

Achievements made by SSA for improving quality of education: (contd…) Source Books in the subject of Hindi for Class V and EVS for Classes III, IV and V have been prepared in the month of August 2010 and these are under print. Activity sheets in Maths for Classes III, IV and V in English, for Class III and in Hindi for Classes III and IV have been prepared and provided to the students of all Govt. Schools in UT Chandigarh. Workbook for class I students in the subject of English, Hindi and Maths got prepared. Social science labs have been setup in 20 Govt. Schools. Reading corners and reading programs for Primary classes have already been initiated during the month of April 2010. 16

Schools at Elementary Level. 40 kits in the subject of science and Maths for upper primary classes have been procured from NCERT and given to 20 Govt. Schools. Source books on assessment at primary level were procured from NCERT and provided to all schools of UT Chandigarh. 113 sets of books in the subject of Hindi & English and 130 sets of Reading cards were procured from Pratham Books. 17

    18. Achievements made by SSA for improving quality of education: (contd…) 5 days training to 66 Heads of Schools on RTE and CCE. 2 days training on Reading to 80 teachers by NCERT. Study on ‘Students’ learning opportunity time and teacher’s instructional time conducted by Dev Samaj College of Education, is in process of finalization. Study on ‘Impact of in-service teacher training’ is in process finalization. Study is being taken up by the Govt. Home Science College of UT Chandigarh. 18

Achievements made under CAL for improving quality of education: (contd…) 360 teachers teaching at Elementary Level imparted 25 days training in June 2010 under Computer Aided Learning for using technology in teaching learning processes. Multimedia Rooms setup in 18 Govt. Schools for effective multimedia teaching. Educational CDs at Elementary Level procured from NCERT and supplied to all Govt. Schools for multimedia teaching. English subject based educational CDs for classes I-IV procured from IGNOU and supplied to all Govt. primary schools. 21

Achievements made by SSA under Inclusive Education : Five Special Resource Centers set up for providing speech therapy, physiotherapy and learning enhancement therapies in GMSSS-8, GSSS-15, GSSS-38 (W), GSSS-45 & GMHS-28-C. 2473 students provided with supportive aids and appliances after medical assessments. 176 CWSN provided escort allowance @Rs. 200/- p.m. 184 CWSN provided transport allowance @ Rs. 500/-p.m. 94 CWSN are being covered under HBE and 74 under school readiness programme. 23

Achievements made by SSA under Inclusive Education : (Contd…) 68 CWSN covered under remedial teaching camp and 21 under pre vocational camp organized during June 2010. 73 teachers imparted 90 days training of Foundation Course. Learning corners have been created in 48 govt. schools covering 200 CWSN. Meetings with parents/ teachers are being conducted regularly on quarterly basis. 2 days training to 150 parents of CWSN. 15 days multicategory training to IERTs. 24

Achievements made by SSA under Alternative Innovative Education: 199 AIE centers opened to prepare 7126 out of school children for educational levels matching to their age. 11954 out of school children mainstreamed till 2009-10. Rallies, nukkad natak and Prabhat Pheris were taken out to generate awareness among the masses to enroll more and more out of school children in the formal schools . In order to strengthen monitoring and supervision of AIE centres, U.T., Chandigarh has launched Partnership Initiative Programme, 76 NGOs came forward for monitoring and supervision of AIE centres. 26

    27. Achievements made by SSA under Alternative Innovative Education: Contd… All community teachers provided orientation training. Residential Education Centres started to cater the educational needs of 117 single parent, orphan children and those living in difficult circumstances. Free notebooks, text books, stationery, worksheets, Mid day meal, story books, sports equipments, hygiene kits and other TLM provided to all children enrolled in AIE Centres. Two sets of uniforms, jersey, shoes & socks are being provided to all children of AIE centres All children of AIE centres have been brought in the folds of School Health Programme. 27

    30. Activities undertaken under Innovation: ECCE: Face lifting of 10 pre-primary classes on the basis of BALA Concept. 94 Anganwari workers provided 15 days training. Girl Education : 1700 girls covered under 45 days communication skill training progrmme during summer vacations. Urban Deprived Children: Vocational training like hair cutting, beauty care, making of sandwiches & shakes and painting provided to 640 children against the target of 500 children. Intervention for SC Children Counseling services provided to 1750 SC students 30

Progress under Community Awareness 3 days training imparted to 1118 SMC members of all govt. schools with focus on creating awareness amongst parents on access, enrolment of special groups like SC, Minorities, Street Children, Child labour, etc. Awareness generation through prabhat pheris, jingles, Nukkad Nataks etc. 32

    34. Proposal for up-gradation of schools: Four schools were proposed to be upgraded from Primary to Upper Primary Schools. Only Upper Primary teachers were demanded. The upgradation and teachers were not recommended by the Appraisal team of Ed.CIL with remarks that “State RTE rules not notified”. PAB approval is sought on the above. 34

    35. Proposal under Civil Works: (Rs. 1259.25 Lacs) Construction of 2 new school buildings: GHS- Kishangarh GHS- pocket No. 1, Manimajra. The appraisal team of Ed.CIL has not recommended the school buildings. PAB approval is sought for the above as most of govt. schools in the above mention areas are overcrowded and having high SCR ratio, therefore construction of 2 new school buildings is proposed. 35

    36. Proposal under Transport/Escort Facility (Rs. 129.12 Lacs) Transport facility was proposed for 4234 children who were enrolled in overcrowded schools and with high SCR ratio. Transportation was proposed for these children to enroll these children in nearby schools which are having less SCR and adequate space. Consideration for the above is submitted to PAB by appraisal team as a special case. 36

    37. Proposal for School Uniform (Rs.420.00 Lacs) One set of Uniform was proposed for 105000 children enrolled in Govt. Schools at Elementary Level. The proposal was not recommended by the Appraisal team of Ed.CIL with remarks that “State RTE rules not notified”. PAB approval is sought on the above. 37

    38. Activities proposed for improvement of Quality: (Rs. 51.00 Lacs) Print rich Environment in 15 Govt. Primary Schools. The children will learn on their own through print rich environment. They can enhance their learning even through walls & floor . Preparation & printing of source book for class I & II . Procurement of 25 science & maths kits for upper primary classes and 25 EVS and Maths kits for Primary Classes from NCERT. 38

    40. Proposals under Grants: (Rs. 171.71 Lacs) Free text book to all students of Govt. Schools upto Elementary Level (Rs. 139.00 Lacs) School Grant of Rs. 5.20 Lacs for 104 primary schools i.e. @ Rs. 5ooo/- per primary school. School Grant of Rs. 6.86 lacs for 98 upper primary schools i.e. @ Rs. 7000/- per upper primary school. Teacher Grant of Rs. 15.75 Lacs for 3150 teachers i.e. Rs. 500/- per teacher. TLE Grant of Rs. 4.90 Lacs for 7 schools. 40

    41. Proposal under Inclusive education(IE) (Rs. 90.41 Lacs) Appointment of 6 new Resource Teachers. Creation of one centre for Cerebral Palasy and Autistic children. Strengthening of existing learning corners and special resource centre for academic support. Braille books, large print books for visually impaired children, activity sheets for mentally challenged children and manual for teachers. 41

    43. 43 Activities Proposed for covering OOSC under NRSTC and RSTC (Rs. 270.00 Lacs) As per RTE Act (section-4) – To admit OOSC in age appropriate class special training is proposed. An important preparatory activity for providing special training would be the development of appropriate teaching learning material. Keeping in view this, U.T.has proposed 5000 children for NRSTC strategies and 200 children, who are single parent, orphan and in hard situations for RSTCs strategies in collaboration with Social Welfare Department Chandigarh.

    44. Activities proposed for covering OOSC under NRSTC (Rs. 250.00 Lacs) Opening of 200 Non Residential Special Training Centre for 5000 out of School Children by providing following facilities Teaching Learning Material/ Modules. Preparation of condensed courses of level I, II & III. 20 days Orientation Training Programme for special teachers. Skill based vocational trainings. Attendance incentives. Excursion / Exposure visits. CCE records. 44

Activities proposed for covering OOSC under RSTC: (Rs. 20.00 Lacs) Opening of 8 Residential Special Training Centres for 200 out of School Children in collaboration with Social Welfare & Labour Department by providing following facilities: Study materials ( Science, Maths & EVS) Recreational Material Rehabilitation counseling facilities. Clothing for summer and winters. Inclusive ability and search activities. Stationary, medical care and contingency. Health and Hygiene kits. TLM/ Workbooks and Library Books CCE Records. 45

    46. Proposal under Computer Aided Learning : (Rs. 50.00 Lacs) Facility for multimedia teaching in 30 Govt. Schools by providing portable Integrated Projector-cum-CPU for effective teaching. Setting up of Computer Labs in 6 Govt. Upper Primary Schools by providing 60 computers. Orientation training programme on use of CAL contents to 20 CRCs and 300 subject teachers teaching at Elementary Level. Annual Maintenance Contract for old computers purchased before 2008. 46

    48. Proposal for SC Children under Innovation: (Rs. 14.50 Lacs) Communication skills proposed for 3141 SC Boys from classes 6th to 8th . Excursions proposed for 1000 SC girls studying in classes 7th and 8th in Govt Schools of peripheral areas. 48
