STEAR Program • REPLACES the Texas Transportation Assistance Registry (TAR) • Expands the TAR to a statewide system • Removes the transportation focus • Remove “special needs” terms and categories from system • Provides a means for local governments to obtain focused information related to citizens • Requires annual registration

  3. STEAR Program • Voluntary program • No cost to local governments except “sweat equity” • Participation • Data Custodian • Local advertisement and encouragement • Citizens will register

  7. STEAR ProgramRegistration • Registration is voluntary • Individuals will be asked to voluntarily answer questions • Must answer minimum questions • Name • Address • County • Telephone # • Additional questions are voluntary

  9. STEAR ProgramData Custodians • Assignments • Single City or County • County and any jurisdiction within • Multi-County area • TDEM will provide training to data custodians

STEAR ProgramData Custodians • Confirm registrant’s located within your jurisdiction • Confirm registrant’s information current and accurate • Review new registrations with a frequency that reflects the population of jurisdiction • Identify registrants who are deceased or no longer in your jurisdiction and notify UT/CSR

  11. STEAR ProgramData Custodians • Confer with neighboring jurisdiction Data Custodians to resolve problems of “orphans”. • Share geocoded information • Take steps to encourage registration • Report problems with the system to UT/CSR

  12. STEAR ProgramData Custodians • TAR Data Custodians will need to register for the STEAR program • Jurisdictions can register more than one Data Custodian • Each Data Custodian should have their own log in and password

Planning • Mapping: • Determine proximity to known risk areas • Identify clusters versus isolated individuals or facilities • Coordination: • Validate planning assumptions • Assess procedures for response operations • Identify potential resource needs • Identify resource availabilities and gaps • Develop contingencies

Preparedness • Targeted messaging to increase risk awareness and encourage personal/facility planning • Relationship building • Service providers (home healthcare, meals-on-wheels, cultural community centers) • Licensed facilities (nursing homes, assisted living centers, hospice, dialysis centers) • Training first responders and support agencies • Provisions for Functional Needs and Support Services (FNSS) integrated in plans and events

  19. STEAR Local Data Custodian Responsibilities • Access his/her STEAR account to review new registrations with a frequency that reflects the population of the jurisdiction. This could be daily for urban areas and large counties, weekly for towns and smaller counties or monthly for jurisdictions with very small populations. • Work with volunteer organizations within your area of responsibility to attempt to contact citizens who have additional needs during an event and encourage them to assist them to register in STEAR. • Conduct briefings at public forums on the STEAR system and encourage citizens to register in STEAR. • Compile a list of registrants assigned to the jurisdiction(s) that are deceased, no longer seek assistance or have moved away from the jurisdiction and provide to state point of contact. • Confer with other STEAR data custodians in neighboring jurisdictions to resolve problems assigning registrants to the proper jurisdiction in cases where the exact location of the registrant is unknown.

STEAR LDC Responsibilities (continued) • Share the geocoding for street addresses with the State, if the jurisdiction maintains records of correctly geocoded addresses using 9-1-1 or other official sources. • Report problems with the system to the state database administrator. • Confirm whether or not each registrant appearing on his/her online registration list lives in the custodian’s jurisdiction. • Confirm that the registrant’s STEAR information is current and accurate. • Work with the TDEM STEAR Administrator as necessary.
