NRCan’s Use of THS:10/11 Data Analysis • Total THS Call-up value for fy 10/11 amounts to $9.6M ($9.5M expenditures) • THS Categories: mostly professionals from engineers to accountants • SSO Procurement Officers have $400K call-up limit (unchanged from previous year) • Actual expenditures amount is 20% lower than last year at only 2.5% of NRCan Salary Expenditure ($384.0M)

NRCan’s Use of THS – NRCan Initiatives • Continue monitoring of and further improve management practices relating to THS • Continue to reduce THS usage when and where appropriate in favour of greater indeterminate hiring (e.g., CSs) • Ensure common, consistent approach to THS Standing Offers across the department. Use THS vehicle when: • A public servant is absent for a period of time; or • There is a requirement for additional staff during a workload increase, and there is an insufficient number of public servants available to meet the requirement; or • A position is vacant and staffing action is in process. • During 10/11, completed several external CS competitions and staffed 1 CS position – more to follow
